About this opportunity

The City of Portland, Oregon Bureau of Transportation is requesting bids on fabrication and refinishing of bike racks under ITB 00002593 (formerly 00002571), with bids due June 26, 2025, at 4:00 p.m. Pacific Time and a non-mandatory pre-proposal meeting on June 12 via Microsoft Teams. The City prioritizes local contracting for purchases under $250,000 and will award to vendors with current Portland business licenses and payment status.

The scope comprises two primary tasks over a five-year term. Task 1 involves fabrication of approximately 880 new bike racks measuring 35 inches tall by 30 1/8 inches wide, constructed from ASTM A53 Grade B steel pipe and ASTM A36 plate with wire rope, hot-dip galvanized, and finished with two-coat powder coating in RAL color #5010 Gentian Blue. Task 2 requires refinishing of 650–725 single racks and 55 rack clusters through sandblasting; the City will select the preferred refinishing approach (zinc-rich epoxy primer with polyester TGIC finish or two-coat powder coating) after evaluating sample work on four existing racks. Goods and services are ordered on an as-needed basis with no guaranteed minimum or maximum quantities. Furnish time is 8–10 weeks from order receipt. Delivery is to the Portland Bureau of Transportation Material Distribution Center at 3150 N Mississippi Avenue, Portland, OR 97227. The contractor must provide one sample bike rack per completed manufactured lot for City testing and grant the Owner's Representative access to the powder coating facility for visual inspections and witness testing per updated ASTM and AAMA standards for powder coating (ionic contamination, surface preparation, hardness, dry film thickness, pull-off strength, coating thickness).

The sample contract template specifies a not-to-exceed amount of $150,000 over five years. Bid prices must be firm for the first contract year and valid for 60 days from opening; subsequent annual adjustments are permitted based on Consumer Price Index for the West Region, capped between 1–5%, effective July 1. All costs including permits, licenses, packing, handling, shipping, assembly, and warranty are included in quoted prices (F.O.B. destination, freight prepaid). Payment is Net 30 via ACH. Prevailing wage rates per Oregon Bureau of Labor and Industries apply to contracts totaling $50,000 and above, paid separately by the City. The contractor must maintain $2 million commercial general liability per occurrence, $2 million automobile liability per accident, and workers' compensation insurance as required by Oregon law. Questions are directed to Christina Hollen-Morey, Procurement Specialist, at 503-201-3823 or Christina.Hollen-Morey@portlandoregon.gov. Four addenda have been issued addressing technical clarifications, deadline extensions, and ITB number correction.
