About this file

This is an Addendum No. 1 to Invitation to Bid (ITB) 00002571 issued by the City of Portland, Oregon's Procurement Services division for the fabrication and refinishing of bike racks under a five-year price agreement. The addendum addresses technical issues with document downloads on the BuySpeed platform and clarifies procurement requirements. The solicitation encompasses two primary tasks: Task 1 involves the supply of approximately 880 new bike racks over the five-year contract term, while Task 2 requires the refinishing of approximately 650 to 725 single racks and 55 rack clusters. Goods and services will be requested on an as-needed basis with no guaranteed minimum or maximum quantities. Proposals were due on June 20, 2025, by 4:00 p.m. Pacific Time. The addendum reloads five documents to correct technical errors and adds one previously missing attachment regarding City of Portland Standard Construction Specifications Section 594.

The addendum clarifies that quantities listed in the BuySpeed Items Tab are placeholder values only and that bidders should enter "1" for any amounts needed to complete the application. Actual pricing quotations must be submitted in Attachment 6, the BID SCHEDULE, which will be uploaded into BuySpeed for evaluation. This correction addresses bidder confusion regarding Item 2 (Bike Rack Refinishing for 400 racks) and Item 3 (Bike Racks & Rack with a quantity of 117,629), confirming these do not represent annual or total five-year commitments. Questions and concerns should be directed to Christina Hollen-Morey, Procurement Specialist, at 503-201-3823 or via email at Christina.Hollen-Morey@portlandoregon.gov.

ADDENDUM NO. # 1

ITB No. 00002571

FOR

Fabricating and Refinishing Bike Racks

PROPOSALS DUE:

June 20, 2025 By 4:00 P.M. Pacific Time

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

This Addendum re-upload documents to repair the technical problem of Contractor’s receiving an error on downloads and respond to questions to clarify ITB 00002571.

Removing the following attachments and re-uploading identical attachments to correct a BuySpeed technical error:

1. ITB 00002571 Fabricating and Refinishing Bike Racks

2. Attachment 1 technical drawings

3. Attachment 2 City of Portland Standard Construction Specifications Section 593

4. Attachment 4 Electronic Submittal Instructions

5. Attachment 8 SAMPLE goods-and-services-price-agreement

Adding the following missing attachment:

1. Attachment 3 City of Portland Standard Construction Specifications Section 594

Questions:

1. How many bike racks, both new and refinished, will be needed per year?

2. In the BuySpeed Application under the Items Tab, it states: ITEM 2: BIKE RACK REFINISHING FOR 400

RACKS TOTAL with a Quantity of 400, and ITEM 3: BIKE RACKS & RACK with a Quantity of 117,629.0.

What do these Quantities mean? Yearly? Total over 5 years?

Answers:

1. Good or Services will be requested on an as-needed basis, and there is no guarantee of a minimum or maximum quantity under the awarded Price Agreement; however, we estimate to order about 880 New Racks under Task 1 during the 5-year term, 650-725 Refinished Single Racks and 55 Rack Clusters under Task 2 during the 5-year term.

Sylvester Donelson, Jr. Sara Morrissey Michael Jordan Chief Procurement Officer Deputy City Administrator City Administrator

2. Under the Items Tab in BuySpeed, the Quantity is incorrect. You can just enter “1” for any amounts in the BuySpeed application that you need to complete (this is just a placeholder). Attachment 6, BID SCHEDULE that you will upload into BuySpeed is where we will pull your actual quote from.

Please direct all questions and concerns to Christina Hollen-Morey, Procurement Specialist, at 503-201-3823 or Christina.Hollen-Morey@portlandoregon.gov .
