About this opportunity
Michigan's Department of Technology, Management & Budget (DTMB), State Facilities Administration, is soliciting Phase 100 professional engineering proposals on behalf of the Department of Natural Resources (DNR) Fisheries Division for a study of the Boston Pond Dam in Houghton County. The mandatory pre-proposal walk-through is November 9, 2026 at 1:00 p.m., and proposals are due November 19, 2026 at 2:00 p.m. through SIGMA VSS. The Certification of a Michigan Based Business form is a mandatory proposal component.
The study covers Boston Pond Dam (MI Dam I.D. No. 77) in Franklin Township, approximately 4.5 to 5 miles north of Hancock on US-41. The engineer must evaluate current condition, compare removal, repair, and rebuild alternatives with their advantages and disadvantages, develop cost estimates, and recommend an alternative aligned with Fisheries Division goals. Deliverables include material condition assessments, non-destructive testing, sampling, boring, base data gathering, a permitting requirement analysis, 50% and 90% draft study reports, biweekly progress summaries, and a bar-chart schedule in weeks. At least one in-person meeting is required, with review documents submitted electronically and in hard copy at least 10 days before each meeting. Proposers must demonstrate similar projects completed in compliance with applicable local, state, and federal regulations. The sample contract prohibits the professional from bidding on construction work produced under it.
Compensation is a not-to-exceed billable-rate fee. Printing, reproduction, soil borings, site surveys, and laboratory testing are reimbursable, and a markup of up to five percent applies to sub-consultant fees and reimbursables for services not performed in-house. Travel beyond 100 miles one-way is reimbursed at Michigan DTMB vehicle and travel rates; fringe benefits, insurance, travel under 100 miles, computer time, and indirect overhead must be built into hourly rates. The owner has provided cash allowances for required testing and materials verification. The budget is described as reasonable, though if insufficient, a proposal revision may be requested by addendum to fund as many Phase 100 services as possible. The proposed contract start date is January 1, 2027.
An Ad Hoc Advisory Committee will evaluate proposals with the technical proposal weighted at 80% and the cost proposal at 20%, and a recommendation is expected within thirty days of the proposal due date. Written questions are due November 12, 2026. Attached files include 1967 dam and control structure drawings, a Dam Safety Inspection Report issued July 7, 1995 that classifies the dam as Low Hazard, a site location map, the RFP, the sample billable-rate contract, and the project statement.
