About this file

This Project Statement is issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, on behalf of the DNR Fisheries Division for a comprehensive engineering study of the Boston Pond Dam located in Franklin Township, Houghton County, approximately 4.5 to 5 miles north of Hancock on US-41. The Client Agency requests a complete Phase 100 Professional Services Contractor (PSC) proposal for all required professional architectural and engineering services to evaluate the current condition of the Boston Pond Dam (MI Dam I.D. No. 77) and assess removal, repair, and rebuild alternatives. The study shall investigate the advantages and disadvantages of each alternative, develop cost estimates, and provide an engineering recommendation aligned with the Fisheries Division's operational and management goals. The mandatory walk-through inspection is scheduled for November 9, 2026, at 1:00 p.m. local time at the Boston Access Site parking area. Proposals are due by November 19, 2026, at 2:00 p.m. and must be submitted electronically through SIGMA VSS. The proposed PSC contract start date is January 1, 2027, with the Owner desiring prompt initiation and steady progress toward completion.

The PSC proposal must include detailed cost proposals itemizing all professional services, reimbursable expenses, travel costs (in accordance with current SOM travel rate schedules for projects exceeding 100 miles from the PSC office), and owner's cash allowances for required testing and materials verification. The proposal shall encompass material condition assessments, non-destructive testing, sampling, boring, gathering of base data, permitting requirement analysis, submittal of 50% and 90% draft study reports, biweekly progress summaries, and a graphic bar-chart schedule in weeks. The PSC must identify all proposed meetings (on-site, face-to-face, telephonic, or electronic), provide agendas and minutes, and submit all review documents in both electronic and hard-copy formats at least 10 days prior to meetings, with a minimum of one in-person meeting required. The file indicates the budget is believed reasonable for the requested services; however, if insufficient, proposal revision by addendum may be requested to fund as many Phase 100 services as possible. No set-asides, incumbents, or renewal options are identified in this solicitation.

PROJECT DESCRIPTION/SERVICES REQUESTED:

Provide a complete Professional Services Contractor (PSC) proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget (DTMB) Project Statement Form (DTMB427), DTMB Billing Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DTMB 430), and DTMB State Facilities Administration (SFA), Design and Construction Division (DCD) policies and procedures for:

Provide complete Phase 100 services that consist of a full engineering study of the Boston Pond Dam (MI Dam I.D. No. 77). The purpose is to evaluate the current condition and the removal, repair, and rebuild alternatives for the dam. The work should investigate the pros and cons of each alternative, develop cost estimates for each, and provide an engineering recommendation based on the operational and management goals of Fisheries Division. The site location is shown on the attached Site Location Map.

The services and products provided shall be compatible with MDNR facility and operational requirements and practice.

Attached are available drawings from the agency file for the site, but otherwise the file has no existing as-built utility, survey, environmental or soil boring information for this location.

mailto:cariffinod@michigan.gov mailto:kovacsc@michigan.gov mailto:naultk3@michigan.gov mailto:cadeaue@michigan.gov mailto:pawlowskit@michigan.gov mailto:kilpelat1@michigan.gov

Note that the presence of stamp sands is not uncommon in this region, so the presence and extent may need to be evaluated if they may influence the alternatives. The drawing set is attached for information, but DTMB expects PSC vetting of that information would be necessary and included within the scope of this study, if used or needed as a basis for any assumptions, inspection, reporting, recommendations, etc.

Attached are Dam Safety Inspection Reports from 1995 and from 5-year intervals starting in 1997 and continuing to 2022. It is anticipated that EGLE will complete a Dam Safety Inspection in 2027, but not until late in the year.

The Boston Pond impoundment experiences daily recreational use by the public. The boat ramp was rebuilt in 2018 following the Fathers Day Flood in cooperation between another DNR Division and the local township, so there may be considerations within the engineering alternatives that need to factor in local units of government.

The last fish species survey for Boston Pond was reportedly completed in 2005. A mussels survey may be needed. Whether these will be a factor related to the alternatives is unknown. Advise in the proposal if either is deemed necessary. Assume for now that DNR will complete these surveys if necessary.

The U.S. Fish and Wildlife Service does perform sea lamprey larval assessments and periodic treatments of Boston Creek up to the Dam. Any alternative for dam removal may need outreach to them to understand the impacts associated with that.

The influence of permitting requirements related to alternatives, including possible costs related to permitting (e.g. study of mussels, wetland study, etc.) and schedule impacts, need to be assessed. Best Management Practices (BMPs) to reduce impacts to the watershed should be considered.

As the study introduces the various alternatives or options, including the standard ‘Do Nothing” option, the study shall fully disclose all options that were considered, which ones were not selected/recommended and why, and shall not just report the most viable few options and one recommended. References to all standards being considered should be disclosed, even if then discounted as factors or found not applicable. Otherwise, future readers of the study may incorrectly assume that because an option or standard is not mentioned means it was not considered, and then challenges that credible services have been provided due to seemingly ‘missing’ obvious options/alternatives/standards.

Professional Services:

Professional services shall also include, but are not limited to:

• The PSC shall be responsible for gathering and verifying all base information required for proper inspection, study and reporting. Any assumptions made in lieu of proper and complete vetting shall be made a part of project conversation, the risks identified and documented.

• Phase 100 services. Include any required material condition assessment, non-destructive testing, sampling, analysis, sounding, boring, etc. necessary for a complete inspection.

• Gathering all base data and design development information that shall ultimately be necessary for plans, submittals, and permit applications considerations required for LARA, DEQ, USACE, and governing agency approvals for the selected option(s). Include in the reimbursement category of the Phase 100 Proposal cost summary of your proposal allowance costs needed for this work, if required.

• Study/inspection schedule. Provide a proposed PSC study schedule. The Owner desires to have the study start promptly, continue steadily, and be completed as soon as practical.

• Submittal of 50% and 90% draft study reports for owner review.

• Maintaining an inclusive, transparent and informative relationship with DTMB and DNR.

Proposal:

The PSC proposal shall include:

• Clear documentation of the number of meetings proposed, indicating whether the meetings are proposed to be on-site, face to face, by telephone, or in specific electronic format. The PSC shall provide agendas and meeting minutes for all project meetings, including online meetings.

The PSC shall identify and itemize as a reimbursable expense all reimbursable and travel expenses in the PSC Cost Proposal. Note that travel reimbursements in accordance with the standard DTMB PSC Contract for projects greater than 100 miles from the PSC’s office must be provided in accordance with the current SOM travel rate schedule and that per-diem rates that do not utilize the SOM travel rates as their basis should not be used.

• While some project team planning meetings may be considered in the form of computer-based meetings, key review meetings shall be in person. For all meetings being held for document review, all required review information shall be submitted electronically and in hard copy formats 10 days prior to the meetings. At a minimum 1 face-to-face meeting will be required including which may be the project planning kick off meeting including site assessment.

• Provide a biweekly progress summary email to the project team, briefly documenting the prior 2-week’s progress by the PSC and display the initial project schedule and current schedule status.

• All testing required to verify the site conditions for the proper design is to be identified in the PSC Technical Proposal, and the costs of testing are to be itemized in the PSC Cost Proposal as reimbursements. The PSC shall indicate in their proposal any testing requirements other than those identified as Owner’s Cash Allowances indicated below. Should the PSC determine that any of the Owner’s Cash Allowances indicated below are inadequate, identify and include the proposed costs accordingly.

• A graphic bar-chart schedule (in weeks) indicating the PSC’s proposed timeline for services based on a proposed PSC Contract start date of January 1, 2027. For scheduling purposes, assume 10 calendar days each of Owner review for the Phase 100 documents and recommendations.

The budget for this work is believed to be reasonable to accommodate the services requested. However, in the event it is insufficient to fund all of the Phase 100 work requested, it is anticipated that proposal revision will be requested by addendum to award to the selected firm as many of the proposed services as funding allows. It is currently anticipated that additional funding will be sought if needed to address any Phases not included in the initial award.

The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, base information, contract documents, all correspondence, all e-mails, all RFI’s and answers, Field Orders and communication telephone logs. The project files shall be maintained in a digital format and submitted to the DTMB Design and Construction Division Project Director with the PSC final Payment Request.
