About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Michigan Department of Corrections (MDOC), is requesting proposals for professional design and construction services across multiple phases for capacity realignment projects at Oaks Correctional Facility in Manistee and St. Louis Correctional Facility in Gratiot County, with proposals due November 5, 2026 at 2:00 p.m. Eastern Time. This is a short-listed RFP limited to three invited firms: Abonmarche Consultants, Inc., Partners in Architecture PLC, and TowerPinkster. The professional services firm must be licensed to practice in Michigan and must provide a Certification of Michigan Based Business form.

The scope encompasses all professional services from Phase 200 (Program Analysis) through Phase 700 (Construction Administration – Field Services) for two new correctional housing facilities: a 240-bed Level IV facility at Oaks (approximately 65,235 gross square feet with double-occupancy cells) and a 176-bed Level V facility at St. Louis (approximately 66,525 gross square feet with single-occupancy cells). Both facilities are designed as 1.5-story structures with four interconnected housing units per building and central core services buildings. Design deliverables include facility planning, schematic design, preliminary and final design documents, complete contract documents, permitting assistance, site surveying, utility documentation, and construction administration at both geographically separated locations. Key submission requirements include 50% and 90% design reviews, bi-weekly progress summaries, and graphic bar charts. All review meetings at project intervals (kickoff, 50% and 90% reviews) must occur in person.

The project must comply with the 2021 Michigan Building Code, ACA Performance-Based Standards, PREA requirements, MDOC design standards, and target LEED Silver certification. Proposals must be submitted via SIGMA VSS as a single combined technical and cost proposal not exceeding 25 megabytes. Evaluation is weighted 80% technical (Part I) and 20% cost (Part II). Cost proposals use billable hourly rates by staff classification and estimated hours per phase; reimbursable expenses (travel over 100 miles one-way, printing, soil borings, surveys, laboratory testing) are permitted with markups not exceeding 5% for services not performed in-house. Written questions are due October 28, 2026 at 3:00 p.m. Eastern Time. In-person presentations are scheduled for November 12, 2026 at DTMB offices in Lansing. Contract recommendation is expected within thirty days following the proposal due date. Site assessment and data collection can begin immediately after award, anticipated for mid to end of November.
