About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division is requesting proposals for professional architectural and engineering services for Control Center and Electronic Monitoring Room upgrades at Baraga Correctional Facility, with proposals due July 9, 2026 at 2:00 p.m. Eastern and a mandatory pre-proposal walk-through on June 24, 2026 at noon.

The scope encompasses four phases of professional services: Preliminary Design (Phase 400), Final Design/Bidding Documents (Phase 500), Construction Administration—Office Services (Phase 600), and Construction Administration—Field Inspection Services (Phase 700). Work includes relocation of the front information desk in the Administration Building lobby with transfer of IT, data, phone, control, monitoring, and video equipment; renovation and upgrade of the facility Control Center with structural modifications, ergonomic improvements, aged equipment replacement, and installation of a separate EM room; and limited plumbing renovation for a new coffeemaker station. The proposing firm must demonstrate relevant experience with control center renovations at correctional facilities and provide personnel with electrical, mechanical, civil-site, civil-structural, architectural, and security systems expertise. All work must comply with current MDOC Standards and Safety Requirements.

Compensation uses a billable hourly rate structure with estimated hours by phase and staff classification. Reimbursable expenses include travel for distances exceeding 100 miles one-way, printing, soil borings, site surveys, and laboratory testing, with subconsultant markups not to exceed 5 percent. The prime professional must be licensed to practice in Michigan and hold a SIGMA Vendor Number. Bidders must submit a Certification of Michigan Based Business and a Responsibility Certification. Proposals are evaluated 80 percent on technical merit and 20 percent on cost. Written questions are due July 2, 2026 at 2:00 p.m. All contractor and vendor representatives must submit a completed LEIN Request five business days before the walk-through. The state anticipates recommending a contract award within thirty days of the proposal due date. Work is located within the secure perimeter of an operating correctional facility and requires mandatory LEIN clearances, DOC facility orientation training, and site access procedures for all personnel.
