The project encompasses design, bidding, and construction administration services for three primary components: relocation of the front information desk in the Administration Building lobby with IT/data/phone/control/monitoring/video equipment transfer; renovation and upgrade of the facility Control Center including structural modifications, ergonomic improvements, aged equipment replacement, and installation of a separate Electronic Monitoring (EM) room; and limited plumbing renovation for a new coffeemaker station. The proposal submission deadline is Thursday, July 9, 2026, at 2:00 p.m. Eastern time. A mandatory pre-proposal walk-through inspection is scheduled for Wednesday, June 24, 2026, at 12:00 noon Eastern time at the Baraga Correctional Facility Admin Building Front Desk. All contractor/vendor representatives must submit a completed Vendor/Contractor LEIN Request five business days prior to the walk-through meeting. WALK-THROUGH INSPECTION DATE, TIME, AND LOCATION:
Wednesday, June 24, 2026, 12 noon ET; Baraga Correctional Facility Admin Building Front Desk (meeting room TBD at that time). Note mandatory prior LEIN clearance requirements below.
This pre-proposal walkthrough meeting is being conducted in conjunction with 2 other project RFPs. As such, it is anticipated that the sit-down portion of the meeting, which will cover all three projects (even though all may not be interested in all 3), will take up to 2-1/2 hours (possibly much less…depending on attendance) before there will be a coordinated site walk for the work of all 3 projects at locations within and without the secure perimeter.
The site walk for this project will be conducted inside the secure perimeter right after a separate walkthrough of a housing unit for another RFP. DTMB has noon to 4pm blocked out for the full activity if the sit-down meeting and site walk are attended.
MANDATORY (Check box if Mandatory)
LEIN CHECK (Dept. of Corrections ONLY) All contractor/vendor representatives attending a Pre-Bid Walk Through Meeting must submit a Vendor/Contractor LEIN Request five business days prior to the meeting date, (See the attached Vendor/Contractor LEIN Request form). Send the LEIN Request form, filled out and signed, by email to Daniel T. Smith & Sharon Frost at email addresses: SmithD76@michigan.gov & FrostS1@michigan.gov .The email “Subject” must include (Facility Name, Project Name, Date & Time of Pre-Bid Walk Through Meeting).
NOTE: An individual is only permitted to represent one bidder at a mandatory walk-through.
PROJECT DESCRIPTION/SERVICES REQUESTED:
The Michigan Department of Corrections (MDOC) is seeking proposals from qualified architectural / engineering firms to provide professional services for the design, bidding and construction administration necessary to complete a facility Control Center renovation, Electronic Monitoring (EM) room upgrades and relocation of the information desk at the Baraga Correctional Facility (AMF).
mailto:dalyc@michigan.gov mailto:lyttinenc1@michigan.gov mailto:pawlowskit@michigan.gov mailto:SmithD76@michigan.gov mailto:FrostS1@michigan.gov
This project includes completing professional services to facilitate:
1. Relocation of the front information desk in the lobby of the Administration Building at AMF. The existing desk is to be demo’ed and area to be restored to fit in the surroundings (i.e. existing adjacent building materials, flooring, walls, paint, etc.). The new information desk shall be located along an opposite wall in the lobby, and include architectural/features upgrades per MDOC, and shall convey all of the necessary IT/data/phone/control/monitoring/video equipment, functions and features from the old desk location to the new. The existing desk shall remain functional until the new desk and functions are installed, with minimal to no negative effects during switchover.
2. Renovation and upgrade of the facility Control Center. This is the main communications and control hub for custody and operation of the entire facility and must have complete functional capabilities (communication hub, shift and resource command, access control at front door and sallyport and security gate, perimeter detection, video surveillance, fire and fence and personnel device alarms, heating system alarms, etc.) maintained at all times.
Temporary systems must be established and active to be able to switch seamlessly over to them before the existing control center can be demolished, and likewise to switch back to new controls for those systems. This scope will include some structural changes to the existing control center part of the building to expand and permit a gutting and reinvention of the functional use of space within the current area to provide less cramped spaces with better ergonomics and user-friendly features, and to upgrade aged control equipment, monitors, etc.
This will include removal of built-in desks and features with controls so the space can be remodeled (flooring, ceiling tiles, lights TBD) and re-equipped with workstations and a separate electronic monitoring (EM) room. Plumbing renovation is believed to be limited to finding a water connection located in a wall and sourcing it to a new coffeemaker station. Professional resources will need to include proper electrical, phone, IT, video, controls, programming and/or security systems, and architectural design and control resources for correctional facilities. MDOC will procure all new furniture for the new control center and EM spaces, and installation is to be specified to be completed by the contractor.
This work is located at an operating correctional facility, and work will be located in areas within the secure perimeter. Work within secure perimeter requires escorts coordinated with the Baraga Correctional Facility custody staff. Access in all locations is strictly controlled, monitored, and may be subject to delays due to both test and actual mobilizations by correctional personnel that necessitates work shutdown. Prior LEIN clearances, DOC facility orientation video training, and site sign-in and sign-out with AMF staff are mandatory for all project personnel. Phones, cameras and smart devices (including smartwatches) are not allowed and should be left in the parking lot in your vehicle that is locked and with windows fully closed.
SERVICES REQUESTED:
Provide a complete Professional Services Contractor (PSC) proposal (Technical and Cost) for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology, Management and Budget (DTMB) Project Statement (Form DTMB-0427), the DTMB Billable Rate Professional Services Contract, the DTMB Request for Proposal (RFP) Billable Rate Form (DTMB-0430), and the DTMB State Facilities Administration (SFA), Design and Construction (DCD) policies and procedures for the development of Phase 400, 500, 600 and 700 Professional services covering preliminary design, design, bidding, and construction administration. Exclude material testing for quality assurance/control from CA services, although future modification to include those services may be requested.
PROPOSAL REQUIREMENTS:
1. The PSC shall demonstrate in their proposal appropriate project experience relevant to the work described/required in the Project Statement and/or RFP. Proposals shall also demonstrate appropriate resources/personnel appropriate to the services required (e.g. electrical, mechanical, civil-site, civil-structural, geotechnical, architectural, survey, etc.).
Proposing a Project Manager with sufficient or better experience for having completed similar prior work with or without appropriate resources, but without showing sufficient resources for this project may lessen the estimation of responsiveness to the proposal.
2. Prepare design and deliverables in accordance with professional practice and with current MDOC Standards and Safety Requirements. Note that MDOC has standards that may exceed regulatory, industry and code requirements.
3. Design meetings shall be held at a minimum at the kickoff of the project, and at 50% and 90% completion, and can be onsite or via electronic format as recommended by the PSC. Please detail meeting types and locations in your proposal response. Meetings of the appropriate percentages-complete will be based on complete submittal packages (i.e. packages to include draft drawing set, draft spec set, draft construction schedule, draft estimate)…e.g. a proposed meeting to review only a drawing set, or a drawing set and spec outline, would not constitute sufficient completion toward final document preparation to warrant the 50% and 90% completion goals identified above. As guidelines, generally at 50% design a complete draft submittal package should permit review discussion to determine if the design progress toward what was identified during the design kickoff and meetings to date is included and can be completed with the current agency budget. The goal after the 50% design meeting will be to further and adjust the design (if necessary) to ultimately have a 90% design meeting with documents that are presented as being ready to be bid with minor exceptions and awardable within budget.
4. The PSC shall be responsible for gathering and verifying all base information required for the designs. As- built and other information provided on existing systems that the designs rely upon must be field verified and operational parameters and status determined.
5. All field, material and other testing required for the proper implementation of a conditions assessment shall be identified and included in the PSC Technical proposal and the costs itemized in the PSC Cost proposal as reimbursements.
6. Provide a proposed PSC study and design schedule. The Owner desires to have the study and designs completed as soon as possible. The PSC shall include Owner review time in the proposed schedule, a minimum of 2 weeks per deliverable.
7. Provide a bi-weekly progress summary email to the project team, briefly documenting the prior two week’s progress by the PSC and display the initial project schedule and current schedule status.
Schedule slippage and the remedy for schedule recovery shall be noted.9. The PSC is to follow DTMB naming convention of DTMB File Number, Project Name and subject on all project documents.
8. The PSC is to follow DTMB naming convention of DTMB File Number, Project Name and subject on all project documents.
9. Timely minutes from all meetings will be required per the DTMB Billable Rate Professional Services Contract. PSC inspection reports are required in addition to progress meeting minutes, and such inspections shall be performed by the appropriate design experience/background relating to the work being reviewed, with work needing correction being identified and the Contractor notified.
10. The PSC shall detail all labor required for all Phases.
11. Travel reimbursements and billing rates shall be in accordance with the DTMB Billable Rate Professional Services Contract.
12. The PSC shall detail all reimbursable expenses. See reimbursable items below.
REIMBURSABLE ITEMS:
Note: Itemize all reimbursable expenses in the PSC Proposal as Reimbursable Line Items under each appropriate Phase.
1. List and include all field services, travel expenses, and testing required for preparing a complete study for this project.
2. The PSC shall detail any recommended reimbursables not specifically listed above that the PSC deems necessary to successfully complete this phase of the project.
ADDITIONAL REQUIREMENTS:
The PSC shall gather and verify any available as-built information and document the existing site conditions as required to complete the project. Please see the attachments listed below.
