About this opportunity

Michigan's Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, is soliciting bids for replacement of the water softening system and addition of a reverse osmosis system at Lakeland Correctional Facility in Coldwater, Michigan, with a mandatory pre-bid meeting and walk-through on November 10, 2026 at 10:00 a.m. Eastern. The bidding documents require a Qualified Disabled Veteran Business Representation certification and a Michigan Based Business certification, while the advertisement states that QDV information may be submitted as a second attachment if applicable, including DD214, proof of 51% ownership, and proof of service-connected disability.

Scope includes new water softening systems, brine storage silos, reverse osmosis systems, control panels, piping, electrical connections, and associated HVAC controls, mapped to NIGP codes 90924, 91036, 91060, 91240, 91244, 91438, 91450, and 91468. The control system must be a standalone BACnet system conforming to ASHRAE/ANSI 135-1995 with UL-916-PAZX listings, and it may not use existing building networks or have exterior communication capability. Control system installers need at least three years of established working relationship with the manufacturer, factory training certification, and a local office within 75 miles of the site with 24-hour response capability. The contractor must provide a 12-month warranty, one 8-hour classroom training session with factory-trained instructors, and up to four additional site visits in the first operational year. Project-developed hardware and software, including programming code and databases, becomes Owner property upon completion. Scope excludes asbestos abatement.

The base bid includes allowances totaling $100,000 for General Trades, Site Work, Plumbing, Controls, and Electrical, plus three alternates and unit price line items. Substantial completion is due 36 weeks (252 calendar days) from Notice to Proceed, with liquidated damages of $750.00 per calendar day thereafter. Mobilization is capped at four percent of the base bid. Each bid requires a 5% bid guarantee payable to the State of Michigan, and performance and payment bonds are required for bids exceeding $50,000. Prevailing wage applies under 2023 PA 10 (MCL 408.1101 et seq.), with Davis-Bacon requirements if applicable, and state project registration is mandatory for the contractor and all subcontractors. Personnel entering secure areas must clear a LEIN criminal history check, and the Vendor/Contractor LEIN Request form is due five business days before the pre-bid meeting.

Questions go to Devon Pung at Matrix Consulting Engineers, Inc. (dpung@matrixceinc.com) by 5:00 p.m. Eastern on November 18, 2026. Addendum 1 moves bid submission to November 25, 2026 at 2:00 p.m. Eastern, superseding the November 11 date, and uploads must go to SIGMA VSS with a maximum of two attachments under 25 MB each. Contractors who attended the October 27 pre-bid meeting are not required to attend the November 10 meeting but remain eligible to bid. Apparent low bidders must provide post-bid submittals within two business days of request, including experience modification rating, project superintendent identification with resume, and at least three references of similar completed projects.
