About this opportunity
Michigan's Department of Technology, Management and Budget is soliciting bids on various lighting repairs at Alger Correctional Facility, Munising, with bids due November 11, 2026 and a mandatory pre-bid conference on October 27, 2026. A 10% pricing preference applies to Service Disabled Veteran Owned Businesses (SDVOB) that are 51 percent or more owned by one or more veterans with a service-connected disability and provide required documentation (DD214, VA Rating Decision Letter, or NVBDC certification).
The scope includes replacement of select existing light poles and pole bases, painting of all existing poles to remain, installation of new 25-foot and 35-foot tapered steel poles with LED fixtures rated at 15,000 lumens minimum, new concrete pole bases (4,000 PSI minimum), disconnection and reinstallation of existing cameras and lights, underground and surface conduit work, and site restoration including asphalt and concrete pavement repair and turf restoration. Work must comply with the National Electrical Code and Michigan Department of Corrections standards. Existing attic-stock poles from MDOC will be reused where available; the contractor is responsible for scheduling pickup, loading, documentation, and photography. Coordination with the Security/IT contractor through Commtech Design in Rockford is required for camera relocation. Electrical outages are limited to two-hour windows with portable generator backup for critical systems. All work must follow specified paint standards using Sherwin Williams Macropoxy 646 epoxy and polyurethane finish with custom Global Industries colors. Site restoration must be completed within fourteen days of base installation.
Bids must include 5% bid security as a certified or cashier's check, money order, or bid bond. All bids shall include sales and use taxes, permit costs, and licenses. The contract is subject to prevailing wage requirements, nondiscrimination provisions, Michigan right-to-know law, asbestos abatement requirements, and soil erosion control compliance. Michigan residency for employees is required. Contractor and vendor representatives attending the pre-bid walkthrough must submit a LEIN Request form five business days prior. Questions are due before the pre-bid conference. Bids shall remain open for acceptance for a minimum of 60 calendar days.
