About this opportunity

The State of Michigan Department of Technology, Management and Budget, State Facilities Administration, Design & Construction Division is requesting bids for replacement of an IP-based paging system at Bellamy Creek Correctional Facility in Ionia, Michigan, with bids due July 29, 2026 at 2:00 PM Eastern time. A mandatory pre-bid conference and facility tour are scheduled for July 15, 2026. Service-Disabled Veteran-Owned Businesses receive a 10% preference in evaluation.

The scope includes provision and installation of a new paging system with servers, software, cabling, speakers, microphones, and touchpanels throughout interior and exterior spaces; removal of existing equipment; Ethernet network configuration to support a new Paging VLAN; system zoning and grouped-zone configuration; full testing and demonstration; staff training; and as-built documentation. The system integrates with the existing Cisco network infrastructure and includes specified materials such as Valcom audio equipment, Atlas IED speakers, and Belden and West Penn cabling across 25 detailed design drawings. Contractors must obtain criminal background clearance through Michigan's Law Enforcement Information Network (LEIN) process to access the secure facility.

The contract term is 180 calendar days from Notice to Proceed, with liquidated damages of $1,000 per calendar day beyond Substantial Completion. A Base Bid is required with line items for equipment, labor, removal, network configuration, mobilization, bonds, warranty, and as-builts; mobilization costs cannot exceed 4% of Base Bid. Bid security of 5% is required. For bids exceeding $100,000, a Michigan Based Business Certification is mandatory. Performance and Payment Bonds are required for all bids over $50,000. Prevailing wage and Davis-Bacon Act compliance apply. Evaluation will determine the lowest responsive and responsible bidder based on technical approach, personnel quality, and past performance. Questions are due July 20, 2026 at 2:00 PM Eastern. Acknowledgment of Addendum No. 1 (issued July 23, 2026) is mandatory in bid submission.
