About this opportunity
The Michigan Department of Technology, Management and Budget is soliciting bids for a paging system replacement at Bellamy Creek Correctional Facility in Ionia, with bids due July 29, 2026 and a mandatory pre-bid conference on July 15. A 10% pricing preference applies to Service Disabled Veteran Owned Businesses (SDVOB) under Michigan Public Act 91 of 2005; claimants must provide proof of service and service-connected disability (DD214 or VA Rating Decision Letter) and proof of business ownership.
The scope requires complete replacement of the facility's paging and public address system infrastructure across administrative, support services, education, maintenance, and seven housing units. Work includes removal of existing equipment; installation of new IP-based paging processors, amplifiers (100–350 watts), speakers (wall-mounted, ceiling-mounted, and outdoor-rated), microphones, and touchpanels; installation of audio and Cat-6 data cabling; configuration over the existing Cisco network infrastructure with a dedicated Paging VLAN; system testing; staff training; provision of attic stock spare equipment with documentation; and disposal of old equipment off-site. Specified equipment includes Valcom processors and interfaces, QSC and Valcom amplifiers, Atlas IED speakers, and Hubbell connectivity components.
Bidders must submit proof of State Project Registration from the Department of Labor and Economic Opportunity and a 5% bid security. Attendance at the pre-bid conference requires LEIN clearance (a criminal history background check authorization) submitted five business days in advance. Bid responses must be submitted through the SIGMA VSS online portal with a maximum of two attachments, each under 25 MB. Questions are due by July 20, 2026 at 2:00 PM Eastern, directed to Bret Emerson at bids@commtechdesign.com. The PSC/Agency contact is Commtech Design, Inc. at 616-863-8136.
