About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids for lock and controls upgrades at Carson City Correctional Facility (Contract 472/23158), with bids due October 21, 2026, at 2:00 p.m. ET and a mandatory pre-bid meeting and on-site walk-through on October 6, 2026, at 11:00 a.m. A 10% pricing preference under Michigan's Service Disabled Veteran Owned Business (SDVOB) program applies to businesses owned 51 percent or more by one or more veterans with a service-connected disability; eligible businesses must provide DD214, VA Rating Decision Letter, and proof of business ownership with no federal CVE or SBA VetCert certification accepted.
The scope spans three housing units at the facility located at 10274 Boyer Road, Carson City, Michigan. The base bid covers Building 500 (86 inmate cells); Alternate No. 1 covers Building 1200 (88 inmate cells); Alternate No. 2 covers Building 200 — the segregation unit (25 inmate cells). Work includes removal of existing AIM electro-mechanical locks and hardware, installation of new door controllers, motors, switches, hangers, tracks, lock rails, guides, and receiving rails. The project requires removal of 86 sliding cell doors from Standish Correctional Facility for Building 500, 96 doors for Building 1200, and 20 doors for Building 200, with cleaning, modification, and reinstallation. Control systems must integrate with the existing StarNet21 network. Temporary demountable partition systems (basis STARC Lightbarrier with Class A fire rating) will separate work areas during phased construction with occupied cells. Door replacement proceeds in groups of four doors for Buildings 500 and 1200, two doors for Building 200. All contractor and vendor representatives must submit a Vendor/Contractor LEIN Request and achieve lien-clean status five business days prior to pre-bid attendance. Bid security of 5% is required. Prevailing wage requirements apply. All bids must include sales and use taxes, permits, and approvals. Questions are due October 12, 2026. Addendum #1 was posted October 16, 2026.
