A mandatory pre-proposal meeting was rescheduled to Monday, March 6, 2023, at 11:30 a.m. at the facility location; written questions were due by March 9, 2023, at 2:00 p.m. Eastern Time; and proposals were due March 15, 2023, at 2:00 p.m. Eastern Time, with contract award recommendations expected within thirty days of the proposal due date. The Project Director is Todd Cordill, RA, NCARB, and the client agency contact is Trever LeBarre of the Department of Corrections.

Proposers must submit a signed Certification of a Michigan Based Business and a Responsibility Certification form with their proposals, and all contractor and vendor representatives attending the mandatory pre-proposal meeting were required to submit a Vendor/Contractor LEIN Request form five business days prior to the meeting date to authorize criminal history background checks required for facility access. Reimbursable expenses include actual costs for printing, reproduction of project deliverables, soil borings, site surveys, and laboratory testing without markup if performed in-house, with travel expenses reimbursable at Michigan Department of Technology, Management and Budget vehicle and travel service rates for distances exceeding 100 miles one-way, and subconsultant fees permitted with a reasonable markup not to exceed five percent. All other costs including fringe benefits, insurance, overhead, and profit must be incorporated into the hourly billing rates, with compensation structured on an hourly basis for all employees providing direct services and not to exceed amounts specified in the Contract Order unless authorized by departmental approval.
