About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division is procuring construction services for fence modifications and additions at the Carson City Correctional Facility located at 10599 E. Boyer Road, Carson City, Michigan. This sealed-bid construction contract requires the successful contractor to remove existing razor ribbon below 8 feet, install new 12-foot chain link fencing with detainer hook razor ribbon, construct new 10-foot double gates and 72-inch man gates, install 4-foot high chain link fencing in designated areas with associated gates, and complete comprehensive perimeter netting and pole installations with 50-foot pole spacing. The scope includes detailed work such as two days of re-supporting existing razor ribbon, installation of stainless steel hog rings and 9-gauge stainless steel tie wires at 12-inch on-center spacing, electromagnetic utility location through Miss Dig, hydro-vacuuming for all holes, and concrete work meeting ASTM standards with minimum 4,000 PSI strength. All contractor personnel must obtain LEIN clearance from the Department of Corrections five business days prior to site access, complete daily health screening, and comply with mandatory facility orientation and security procedures. The mandatory pre-bid conference and on-site walk-through inspection were held on March 2, 2023, at 10:00 a.m. and 10:30 a.m. local time respectively, with attendance required for all prospective prime bidders. Bids were due electronically through the SIGMA VSS system on March 15, 2023, at 2:00 p.m. Eastern time, with a bid security requirement of 5 percent in the form of a certified check or bid bond. Questions regarding the project were required to be submitted to Joe Sovis at Matrix Consulting Engineers, Inc. no later than 2:00 p.m. Eastern on March 10, 2023, with substantial project completion required by September 25, 2023, and final completion by October 25, 2023.
The contract includes prevailing wage requirements with detailed wage schedules for laborers, carpenters, electricians, operating engineers, and other applicable trades, and is subject to all applicable federal and state employment laws including nondiscrimination and workers' compensation provisions. The project is state-funded through the Department of Corrections with funding code 472DRFMaintProj and is open to qualified disabled veteran-owned enterprises, with bidders permitted to submit Qualified Disabled Veteran information as a second attachment. Liquidated damages are assessed at $500 per calendar day for failure to meet the substantial completion and final completion deadlines, and successful contractors must provide performance and payment bonds equal to 100 percent of the contract value. The contract specifies base bid pricing with allocated allowances of $25,000 for hydro-vac work and $40,000 for general allowance items, with payment of 100 percent due upon completion of schedule of value pay items. Additional technical requirements include shop drawings for approval, field measurements prior to construction, clean and uniform welds before galvanized finishing, use of Adams Rite Lock components for all gate locks, and coordination with an independent testing laboratory and commissioning authority to be engaged by the owner under separate contract. The overall project budget and final award value are not explicitly disclosed in the contract documents provided but are reflected in the base bid plus allowances structure submitted by the successful bidder.
