About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, in conjunction with the Department of Corrections, is procuring construction services for the Baraga Maximum Correctional Facility located at 13924 Wadaga Road, Baraga, Michigan. This is a minor construction project (File No. 472/19344.TAP, Funding Code 19AMF14) involving the removal of a portion of existing masonry and brick wall to provide a new exterior detention-grade steel door, frame, and hardware with concrete stoop at the existing Housing Unit 1 Library area, along with mechanical and electrical controls for a new fin-tube radiator and enclosure and security lighting installation. The project scope includes removal of existing windows, steel bars, frames, and portions of concrete masonry unit (CMU) walls and brick veneer; installation of a new 3-foot by 7-foot detention-grade hollow metal door with 1-inch thickness and 3/8-inch monolithic polycarbonate glazing; installation of a new 4-inch reinforced concrete stoop with thickened edges; rerouting of fin-tube baseboard heating and piping; and installation of new fire alarm pull stations, exit signs, and LED lighting fixtures. The project requires contractors to verify all existing conditions and dimensions, coordinate with the facility regarding door and frame specifications, provide temporary wood-framed enclosures during installation, supply temporary heat during mechanical work, and ensure minimal disruption to facility operations. Bidders were required to attend a mandatory pre-bid conference and facility tour on August 14, 2024 (subsequently rescheduled to September 4, 2024), at 9:00 a.m. and 9:30 a.m. respectively. Questions regarding bidding documents were due by August 19, 2024, at 4:00 p.m. local time, and bid proposals were due electronically through the SIGMA VSS website by 2:00 p.m. local time on September 18, 2024, with substantial completion required by May 30, 2025 (120 calendar days contract time). Award determination will be based on the lowest responsive and responsible bid, with a 10% veteran's preference applied to Qualified Disabled Veteran (QDV) bidders.
All contractors must comply with Michigan prevailing wage requirements based on the Michigan Prevailing Wage Rates for State Funded Projects, with rates varying by trade classification and experience level. A five percent bid guarantee payable to the State of Michigan is required, and performance and payment bonds are mandatory for all contracts exceeding $50,000. For contracts exceeding $100,000, bidders must provide Michigan-Based Business Certification. The bid structure includes a base bid with a $5,000 owner-directed allowance and four alternate bid items, with all bid prices required to include labor, materials, equipment, permits, insurance, bonding, mobilization, and general conditions necessary to complete the work. Liquidated damages are set at $300 per calendar day for failure to achieve substantial completion by the contract deadline. While no specific incumbent vendor or current contractor is identified in the procurement documents, all contractors must comply with soil erosion and sedimentation control regulations, Michigan Building Code, ASME standards, ASTM specifications, and applicable federal and state regulations including nondiscrimination provisions. Contractors and vendor representatives attending the pre-bid meeting were required to submit a Vendor/Contractor LEIN (Law Enforcement Information Network) Request five business days prior to the meeting to undergo criminal history background checks for secure facility access. The specific budget or award value is not disclosed in the available procurement documents, and the State reserved the right to reject any or all bids and waive irregularities at its discretion.
