About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, is issuing a Request for Proposals (RFP 19086) on behalf of the Department of Corrections for professional engineering and design services for steam system repairs and replacement at the Michigan Reformatory in Ionia, Michigan, located in Huron County. This is a schematic design (Phase 300) procurement requiring licensed professional engineers to evaluate the existing steam and condensate piping systems, identify system deficiencies, confirm demand loads, and present repair or replacement recommendations within budget parameters. The scope of work encompasses comprehensive engineering analysis of systems serving heating, food service, domestic water, and laundry demands throughout the facility, with potential follow-on contracts for Final Design (Phase 500) and Construction Administration (Phases 600 and 700). Deliverables must be completed within 45 to 60 days from contract commencement. The prime professional must be licensed to practice engineering in Michigan under the Occupational Code and must demonstrate Michigan business status. Proposals will be evaluated on an 80/20 weighted scoring methodology, with 80 percent allocated to technical qualifications and 20 percent to cost. A mandatory pre-proposal meeting is scheduled for September 26, 2019, at 11:00 a.m. at the Michigan Reformatory Maintenance Building, 1342 W. Main Street, Ionia, Michigan; written questions must be submitted by October 2, 2019, at 2:00 p.m.; and proposals are due on October 10, 2019, at 2:00 p.m. local time via electronic submission through the State of Michigan Procurement System (SIGMA VSS) and four hard copies plus one electronic PDF copy. Compensation shall be structured on a not-to-exceed billable-rate basis with hourly rates by personnel classification, including all overhead, fringe benefits, and insurance costs, with reimbursable expenses permitted for printing, reproduction, surveys, testing, and travel exceeding 100 miles one-way.
Respondents must be Michigan-based businesses and submit Responsibility Certifications to be considered for award. Additionally, contractor representatives attending the mandatory pre-proposal meeting must complete and submit a LEIN (Law Enforcement Information Network) Request Form for criminal background clearance prior to facility access, a prerequisite requirement for all vendors and contractors working on Michigan Department of Corrections projects. The RFP documentation does not identify any existing incumbent vendors, current contractors, or set-aside designations for disadvantaged enterprises. The total project funding authorization is $1.0 million, which must encompass all project commitments including professional fees, construction costs, contingency, and abatement expenses, establishing this as the maximum available budget for the schematic design phase and any potential follow-on services. The contract will be awarded within 30 days following the proposal due date. Applicable NIGP codes for this procurement are 92507, 92567, and 92595. All work must comply with federal standards administered by the EPA, OSHA, and DOT, as well as applicable state and local regulations including those from Michigan's Department of Community Health, Department of Environmental Quality, Department of Natural Resources, and Michigan Occupational Safety and Health Administration (MIOSHA).
