About this opportunity

This design-build procurement is issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration, on behalf of the Michigan Department of Corrections for the replacement and repair of the backup fuel system at the propane plant located at the Saginaw Correctional Facility in Freeland, Michigan. The primary deliverable involves restoring the existing propane plant to full functionality through installation of a new propane air Venturi mixing system capable of supplying 30 MM Btu per hour at 8 pounds of pressure, propane flow pumps with bypass valves, a propane water bath vaporization unit rated at 30 MM Btu per hour at -20 degrees Fahrenheit and 200 PSIG, and all associated gas piping, electrical connections, and grounding modifications. Bidders must submit a Not-To-Exceed Base Bid with compensation broken into design services, construction trade labor and subcontractors, general conditions, overhead and profit percentage, and management services, along with provisionary allowances of $25,000 for water vaporizer unit replacement and $15,000 for water bath vaporizer/mixer unit replacement. All work must comply with applicable codes and regulations administered by federal agencies including the EPA, OSHA, and DOT, as well as state agencies including the Michigan Department of Consumer and Industry Services, Department of Environmental Quality, Department of Natural Resources, and MIOSHA. Critical dates include a mandatory pre-bid walk-through inspection on January 15, 2019, at 11:00 a.m. EST at the Maintenance Building, questions accepted until January 23, 2019, at noon EST, and bid submission deadline of January 30, 2019, at 2:00 p.m. EST, with contract completion required within 120 calendar days from notice to proceed. Contractor and vendor representatives attending the mandatory pre-bid meeting must submit a Vendor/Contractor LEIN Request form five business days prior, and a five percent bid security deposit is required from all bidders.

Qualified Disabled Veteran (QDV) businesses receive a ten percent bid preference under this procurement, and QDV bids falling below the lowest responsive bid after applying the preference calculation are declared the official low responsive bid. Michigan-based business certification is required for bids exceeding $100,000. Performance and payment bonds are mandatory for all contracts exceeding $50,000, and for bids over $250,000, comprehensive bid submittals must include business organization, team composition, experience, project understanding, work plan and schedule, key personnel identification, and hourly billing rate schedules. All awarded contractors are subject to Michigan prevailing wage requirements, nondiscrimination covenants, and compliance with all applicable federal, state, and local laws. Liquidated damages are assessed at $300 per calendar day for failure to achieve substantial completion within the 120-day contract period. While no specific award value range is provided in the contract documents, the project structure and bonding requirements suggest a contract value that may exceed $50,000 and potentially $250,000, depending on final design and material costs submitted by bidders.
