About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is procuring Wi-Fi cabling infrastructure services for the St. Louis Correctional Facility located at 8585 N. Croswell Road, St. Louis, Michigan. This procurement encompasses the design, provision, and installation of CAT-6A and CAT-6 data cabling infrastructure, fiber optic backbone connectivity, raceways, electrical power circuits, systems grounding, and Wireless Access Points (WAPs) throughout multiple facility buildings including administrative, support services, education, seven housing units, and warehouse facilities. Deliverables include horizontal and backbone cabling systems, communications room equipment with racks and patch panels, interior and exterior raceways with proper cable supports and grounding, comprehensive labeling and testing protocols, and the mounting of owner-provided wireless access point equipment. Required qualifications include engagement of a BICSI-certified Registered Communications Distribution Designer (RCDD) to oversee cabling installation, proof of existing contractual relationships with approved equipment manufacturers, State Project Registration from the Department of Labor and Economic Opportunity, and compliance with prevailing wage requirements under Michigan Public Act 10 of 2023 and Davis-Bacon Act wage rates. Evaluation criteria include best value assessment incorporating price and qualitative components such as technical approach, personnel qualifications, and past performance. A mandatory pre-bid conference and facility tour is scheduled for June 20, 2025, at 10:00 AM local time, with electronic bids due through the SIGMA VSS website by 2:00 PM Eastern Time on July 2, 2025, and contract completion required by February 15, 2026, with liquidated damages of $500.00 per calendar day for delays. Questions must be submitted to Bret Emerson at bids@commtechdesign.com no later than 2:00 PM Eastern on June 25, 2025.
All prospective bidders must submit a five percent (5%) bid guarantee in the form of a certified check, cashier's check, money order, or bid bond, and bids exceeding $100,000.00 require submission of a Michigan Based Business Certification form, while performance and payment bonds are required for bids exceeding $50,000.00. The State of Michigan offers a ten percent (10%) bid preference for Service Disabled Veteran Owned Businesses (SDVOBs) meeting specified eligibility requirements, including 51 percent or more ownership by one or more veterans with service-connected disabilities verified through DD214, VA Rating Decision Letter, or NVBDC certification. Personnel accessing the secure correctional facility must complete a LEIN Request form for criminal history screening, and all contractor personnel must attend mandatory site orientation with access restricted to day passes and no overnight equipment storage permitted in secure areas. Work is structured as four ten-hour days Monday through Thursday, contractor vehicles must be enclosed with lockable features to pass through the sallyport, and kitchen/dining work must occur after 7:00 p.m. The project is funded through the State of Michigan's electronic communications funding code (472ElectronicComm), and all work must comply with the National Electrical Code (NEC 2023), ANSI/TIA standards for telecommunications cabling, Michigan State Construction Code, and applicable federal, state, and local regulations. The project design incorporates integration with existing DTMB connectivity systems and owner-provided wireless network equipment, with the contractor responsible for organizing existing cabling and providing comprehensive submittals including product data sheets, shop drawings, and as-built documentation. No specific incumbent vendor or budget range is disclosed in the available procurement documents.
