About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB) is procuring communications cabling infrastructure services for the Lakeland Correctional Facility located in Coldwater, Michigan (DTMB File Number 472/17032.RWG). The project involves the design, provision, and installation of comprehensive Wi-Fi cabling infrastructure including CAT-6A and CAT-6 cabling systems, fiber optic backbone connections, electrical power circuits, raceways, cable supports, grounding and bonding systems, communications racks, and associated telecommunications equipment to support a new wireless network throughout the 10-building correctional facility complex. The scope encompasses approximately 46 exterior wireless access points and numerous interior access points, with the contractor responsible for installing owner-provided equipment, relocating existing equipment, providing temporary storage (40-foot Conex box), terminating and testing all cabling, labeling systems, and verifying wireless access point connectivity across administrative, housing, food service, education, maintenance, power plant, and warehouse facilities. Key contractor qualifications include employment of a BICSI-certified Registered Communications Distribution Designer (RCDD), demonstration of at least three similar projects completed within the prior two years, and maintenance of General Liability insurance of $1,000,000, Automobile Liability of $1,000,000, and Workers' Compensation per statutory requirements. The mandatory pre-bid walk-through conference is scheduled for Thursday, June 5, 2025, at 12:00 PM local time, with electronic bids due through the SIGMA VSS website by 2:00 PM Eastern Time on Wednesday, June 18, 2025. Contractors must submit all questions to Bret Emerson at bids@commtechdesign.com no later than 2:00 PM Eastern on June 11, 2025, and a 5% bid security is required with all submissions limited to two attachments of 6 MB each. The contract duration is 180 calendar days from Notice to Proceed with liquidated damages of $500 per calendar day for delays, and all work must comply with the 2023 Michigan Electrical Code, National Electrical Code, and applicable ANSI/TIA telecommunications standards.
The procurement includes a Service Disabled Veteran Owned Business (SDVOB) preference program offering eligible businesses a 10% pricing advantage, with claims requiring submission of DD214 documentation, proof of service-connected disability, and evidence of 51% or more business ownership by veterans with service-connected disabilities; the State of Michigan accepts NVBDC certifications under specified conditions but does not recognize federal CVE database or SBA VetCert certifications. All contractor and vendor representatives attending the pre-bid walk-through must submit a Law Enforcement Information Network (LEIN) request five business days prior to the meeting date, as access to the correctional facility requires criminal history clearance. The project must integrate with existing Lakeland Correctional Facility infrastructure and coordinate with electrical contractors for power installations per drawing TC705, with specific requirements for manufacturer-provided equipment including Hubbell, Cisco, Ortronics, and OCC fiber products, underground-rated cables for exterior installations, and multimode and singlemode fiber optic cables as detailed in the technical specifications. The contractor must provide a minimum 15-year manufacturer's link warranty on all cabling components and comply with prevailing wage requirements per 2023 PA 10 (MCL 408.1101 et seq.), with applicable wage rates documented in the provided schedules. Performance and payment bonds are required for all bids exceeding $50,000, and the project is assigned NIGP Code 91438 under the Electronic Communications accounting template funded by state sources through the Department of Corrections. No specific budget range or award value has been disclosed in the available bidding documents.
