The scope encompasses preliminary engineering reports and cost estimates, plans and specifications development, bid-document distribution, bid opening and tabulation assistance, construction-contract execution, pre-construction conferences, construction inspection with periodic reporting, and payment-request approval through project closeout. Awardees must be qualified to perform fixed-price engineering work on individual projects funded through MSDH-DWSRLF.
The Association encourages submissions from Minority-owned Business Enterprises, Woman-owned Business Enterprises, and Section 3 eligible businesses in accordance with the Housing and Urban Development Act of 1968. Section 3 requirements mandate that job training and employment opportunities be provided to lower-income residents of Scott County to the greatest extent feasible and that contracts for work in the Section 3 area be awarded to Section 3 eligible business concerns.
The selection committee will evaluate proposals on qualifications (40 points), experience (40 points), and capacity for performance (20 points). Award is contingent upon MSDH-DWSRLF funding approval and removal of environmental conditions. The Association reserves the right to reject any or all proposals and to terminate the selection process at any time. Individual contracts will be executed for each awarded project.
