About this opportunity

Hillsborough County, Florida is conducting a sole source procurement for comprehensive retirement plan consulting and fiduciary support services through a contract with OneDigital Investment Advisors LLC. This procurement covers advisory and fiduciary services for the County's three deferred compensation plans (457 Plans) administered through Nationwide Mutual Insurance Company, Empower, and MissionSquare, with an initial contract term of five years beginning July 1, 2026, and renewable for up to five additional one-year terms. The scope of services includes preparation and maintenance of an Investment Policy Statement, discretionary and non-discretionary investment management services, selection of qualified default investment alternatives, ongoing performance monitoring and reporting of plan investments, plan vendor searches and benchmarking, fee analysis, fiduciary education to County staff and plan committees, and participant-focused services such as financial education, enrollment support, and retirement readiness counseling through OneDigital's proprietary Financial Education and Guidance (FE&G) program. The vendor must demonstrate specialized fiduciary expertise, SEC registration as an investment adviser, experience managing large-scale plans with diverse participant demographics in multi-recordkeeper environments, and the capability to act in either discretionary or non-discretionary fiduciary roles. The procurement opportunity was posted on April 29, 2026, with a proposal due date of May 6, 2026, and this is authorized under Section 3-205(2)(h) of the County's Procurement Policy as a sole source award for professional services deemed unique and requiring special skills and training.

This procurement is restricted to sole source award and does not permit competitive bidding, as OneDigital Investment Advisors LLC has been determined to be the sole provider offering the unique combination of investment advisory services, fiduciary support capabilities, and proprietary engagement tools necessary to meet the County's specific requirements. The incumbent vendor for these services is OneDigital Investment Advisors LLC, which currently manages approximately $142.6 billion in total assets and maintains SEC registration (CRD No. 106766) as a qualified investment adviser. The services are designed to integrate seamlessly with the County's existing multi-recordkeeper environment and support the three current plan administrators: Nationwide Mutual Insurance Company, Empower, and MissionSquare. The compensation structure provides for a flat annual advisory fee of $47,500 payable quarterly in arrears by the County, resulting in an estimated five-year total contract value of $237,500. Additional fees from third parties, including custodial fees, brokerage commissions, and transaction fees, may be incurred by the plans and participants outside of OneDigital's advisory fee. Either party may terminate the agreement with written notice, with the County having a 24-hour termination right and OneDigital requiring seven days' written notice.
