About this opportunity

The Nevada Department of Agriculture has issued a formal bid request for the procurement of flash point instruments, regulatory standard instruments used across Nevada's petroleum programs. This procurement seeks vendors capable of supplying equipment that meets established regulatory standards for petroleum program administration statewide. All equipment must be new and vendors are required to submit descriptive data and printed specifications demonstrating compliance with applicable requirements. Vendors must submit quotes through Nevada's eProcurement system (NevadaEPro) by April 3, 2026, at the specified bid opening time in Pacific Standard Time. The submission process requires vendors to complete all required fields, enter unit costs and freight charges for each line item, answer any procurement-specific questions, accept terms and conditions, and upload required supporting documentation. Vendors are encouraged to submit inquiries regarding the solicitation during the designated inquiry period prior to the bid opening. The state will evaluate responses based on factors including location, quality, total cost of ownership, conformity to specifications, and delivery dates, awarding the contract to the lowest responsible bidder.

Nevada-based businesses may claim a five percent preference if a majority of goods are produced in Nevada, provided this preference is not combined with other preferences or federal funding preferences. Additionally, local businesses owned and operated by veterans with service-connected disabilities are eligible for five percent bid preferences for contracts valued between $50,000 and $250,000, or between $250,000 and $500,000 if rated 50 percent or more disabled by the Veterans Affairs Department. Pricing must be quoted on a Free on Board (FOB) Destination basis with freight prepaid and excluding applicable federal and state taxes. The contract term may extend up to two years with potential annual extensions thereafter if conditions are specified in the individual bid solicitation and deemed in the state's best interest, with prices constituting an irrevocable offer for the contract term and any extensions. Vendors directly delivering commodities to the state must maintain automobile liability insurance with a combined single limit of $1,000,000. All vendors must comply with federal OSHA standards and Nevada employment non-discrimination laws, and agree not to engage in boycotts of Israel. The bid solicitation does not specify the award value or budget range in the available documentation.
