About this opportunity
The Nevada Department of Agriculture is issuing a formal invitation to bid (ITB) for plumbing upgrades to the CSMS 2 Domestic Water System at the Floyd Edsall Training Site in North Las Vegas, Nevada. The procurement encompasses comprehensive plumbing work including re-piping of domestic hot water lines to restrooms, installation of balancing valves and expansion tanks, replacement of recirculation components and shower valves, selective demolition of walls beneath women's restroom sinks to evaluate and repair vent piping, and all required build-back work including tile, drywall, and fixture replacement. All work must comply with the International Plumbing Code, International Building Code, and applicable federal, state, and local regulations. The contract is structured as a four-year agreement spanning fiscal years 2026 through 2029, with work limited to Monday through Friday, 7:00 a.m. to 5:00 p.m. hours on the secure military base located at 6600 Range Road, North Las Vegas, Nevada 89165. The bid submission deadline is 4:00 p.m. Pacific Standard Time on February 27, 2026, through the NevadaEPro procurement platform. Contractors must schedule mandatory site visits with the Project Manager at least one week in advance and are required to be Nevada-licensed with a valid Nevada Contractors License and Nevada Business License. Required qualifications include maintaining commercial general liability insurance ($2,000,000 general aggregate), commercial automobile liability insurance ($1,000,000 combined single limit), and workers' compensation insurance, with the State of Nevada named as an additional insured. Pricing shall be submitted as separate annual base bids for each fiscal year with hourly rates and material markups identified separately, and contractors must complete the NVARNG Personal Security Questionnaire for background clearance.
No set-aside designations for disadvantaged enterprises or minority-owned businesses are identified in the solicitation documents. The procurement does not reference any incumbent vendors or current contractors. All contractors must register with the Nevada Vendor Database and NevadaEPro prior to bid submission. The contract is contingent upon State and/or Federal funding approval by the Board of Examiners, with an expected contract expiration date on or about January 29, 2029. Payment terms provide for invoice settlement within 30 days of receipt and agency approval following service completion. No specific budget range or award value is disclosed in the available documentation; however, pricing will be evaluated based on the separately submitted annual base bids, hourly rates, and material markup proposals for each fiscal year across the four-year contract period.
