About this opportunity

Jones County Board of Supervisors, Mississippi is requesting sealed bids for bituminous materials in place for constructing, reconstructing, repairing, and maintaining public roads and bridges throughout the county, with bids due June 23, 2026 at 10:00 a.m. at the Laurel Courthouse.

All bidders must be properly licensed under Mississippi state law. Bidders submitting bids on projects valued at $25,000 or more must hold a Certificate of Responsibility issued by the State Board of Contractors.

The solicitation accepts sealed bids in three categories: county-furnished materials in place, contractor-furnished materials in place, and materials free on board (FOB) at plant. Pricing is indexed to industry-wide cost indices for petroleum products published monthly by the Mississippi Department of Transportation and applied according to MDOT's Mississippi Standard Specifications for Road and Bridge Construction. Bidders must submit monthly price adjustments by fax on or before the 15th of each month to reflect fluctuations in the MDOT petroleum price index. If FOB mix material is unavailable at the time of county pickup, the bidder must supply the current mix being produced at the same price as the current monthly index pricing. The Board will evaluate bids by line item or in aggregate and reserves the right to reject any or all bids, waive informalities, and designate principal and alternate bids. Travel costs for pickup and delivery are factors in determining the best and lowest bid.

The contract term is six months, commencing July 1, 2026 and concluding December 31, 2026. Bid forms are available from Deana McKissick in the Financial Administration Office at the Laurel Courthouse.
