The scope encompasses reclamation and remediation of approximately 11 acres of abandoned mine land with hazardous features including highwall, slump, impoundment, and spoil area. The contractor must transfer the existing ADEM Small Mining General Permit (ALG890000) to their name prior to construction, maintain a Spill Prevention, Control, and Countermeasure plan, comply with the Alabama Handbook for Erosion Control, Sediment Control, and Stormwater Management, and implement Best Management Practices with regular inspections by a qualified construction professional. Contract time is eighty working days from full execution. The project is funded through federal Abandoned Mine Land Reclamation Program sources and is subject to Davis-Bacon Act wage requirements and Build America, Buy America provisions.

Bidders must hold an Alabama General Contractor's License (for bids exceeding $100,000), maintain current SAM.gov registration with a Unique Entity ID, and be bondable for the bid amount. Bid security is five percent of the bid price. Performance and labor-and-materials bonds equal to 100 percent of contract amount are required and retained for one year after final payment. Award is made on an all-or-none basis to the lowest responsible bidder. Questions are due August 12, 2026 at 5:00 p.m. Central Time through the Alabamabuys portal.
