About this opportunity

Caltrans is soliciting Statements of Qualifications (SOQs) for an on-call Architectural and Engineering (A&E) contract focused on Stormwater Management Plan and Policies Support Services for District 43. The primary objective is to provide consultation, research, and technical services to assist Caltrans with developing and updating the Stormwater Management Plan (SWMP), interpreting federal and state stormwater permits, and supporting water quality compliance plans. Required key personnel include a Consultant Contract Manager with a minimum of five years of water quality services management experience, a licensed Professional Civil Engineer, a Consultant Task Order Manager experienced in developing water quality plans and policies, and supporting personnel such as Registered Civil Engineers, Geologists, and Landscape Architects. The RFQ was advertised on October 27, 2025, with SOQs due by December 1, 2025, at 10:00 a.m. Interviews will be conducted via WebEx on December 16, 2025, with negotiations for the top-ranked firm scheduled during the week of January 27, 2026. Evaluation will focus on the consultant's qualifications, experience, proposed personnel, and ability to meet the technical requirements of the stormwater management support services.

The contract includes specific enterprise participation goals, with a five percent (5%) Disabled Veteran Business Enterprise (DVBE) participation requirement and a twenty-five percent (25%) Small Business (SB) participation goal. Addendum 1 introduces significant changes to the DBE Program, removing documentation requirements for SOQ submissions and implementing new reporting guidelines. All Statement of Qualifications must now include a disclosure regarding the use of Generative Artificial Intelligence (GenAI) technology, with potential disqualification for failure to provide detailed descriptions. The contract has an estimated value ranging from $14,400,000 to $23,400,000, with a ten percent (10%) fee for profit and escalation rates of 1.81% for the partial year 2025-2026 and 3.62% annually for years 2027-2029. The contract term is three years, commencing after the expiration of the current Contract 43A0428 or no more than two months prior to its expiration on October 31, 2025. Consultants must comply with prevailing wage requirements, federal and state water quality regulations, and Caltrans standards, with potential pre-award or post-award audits to be performed.
