About this opportunity

The California Department of Transportation (Caltrans), specifically the Division of Environmental Analysis for District 43, is soliciting Statements of Qualifications (SOQs) from architectural and engineering firms for on-call Best Management Practices (BMP) and water quality monitoring services. The procurement covers work within Districts 6, 7, and 8, which include counties such as Fresno, Kern, Kings, Madera, Tulare, Los Angeles, Ventura, San Bernardino, and Riverside. Specific services include field sampling, water quality monitoring, laboratory testing, and reporting to support compliance with the Caltrans Statewide NPDES Permit. Key personnel requirements mandate a Consultant Contract Manager with a minimum of ten years water quality services experience and a current California Professional Engineer license, along with a Consultant Task Order Manager having five years of experience in BMP development, evaluation, or water quality monitoring. The RFQ requires a comprehensive SOQ with seven specific tabbed sections, including transmittal letters, goal documentation, SF330 forms, staff availability information, and communication plans. Questions must be submitted within seven business days of the RFQ advertisement, with SOQ submissions due by November 5, 2025, and interviews scheduled via WebEx on November 20, 2025.

The procurement includes specific enterprise participation goals, requiring a 5% Disabled Veteran Business Enterprise (DVBE) participation, with Good Faith Effort no longer an option under Assembly Bill 4X21. A 5% Small Business Participation goal is also highly recommended. The contract has an estimated value range of $12,017,383 to $19,528,247, with a three-year term and a 10% fee for profit. Escalation rates are set at 1.81% for Year 1 and 3.62% for Years 2 through 4. An innovative requirement in Addendum 1 mandates that all transmittal letters must disclose the use or non-use of Generative Artificial Intelligence (GenAI) technology, with potential disqualification for non-disclosure. The State reserves the right to incorporate GenAI Special Provisions into final contracts or reject SOQs presenting unacceptable risk levels. Consultants must submit a complete financial documents package within four days of selection and comply with federal and state prevailing wage regulations, occupational safety standards, and nondiscrimination requirements.
