About this file

This document is an A&E Consultant's Statement of Qualifications (SOQ) Responsiveness Checklist used by Architecture and Engineering procurement processes to evaluate consultant qualifications for state and local contract opportunities. The checklist serves as a summary tool to assist consultants and contractors responding to Requests for Qualifications (RFQs), ensuring that all submission requirements are met. The document does not establish specific project details, quantities, response dates, or contract terms, but rather outlines the mandatory components and formatting standards that must be included in SOQ submissions. In case of conflicts between RFQ requirements and this checklist, the RFQ governs.

The checklist requires SOQ submissions to include seven sections: transmittal letters with goal documentation (including DBE and DVBE certifications), a General Services Administration Standard Form SF330 with contract-specific qualifications divided into sections covering contract information, team composition, organizational charts, key personnel resumes, example projects, and personnel participation documentation, an availability table with retention strategy, a communication plan, workforce analysis documentation, nondiscrimination program descriptions, and California Civil Rights Laws certification for contracts exceeding $100,000. Submissions must be received by stated deadlines, formatted electronically and in paper form using 8.5" x 11" paper with minimum 8-point font, and must clearly identify all firms involved, work allocations, utilization percentages, prevailing wage applicability, and potential conflicts of interest. The document was revised June 1, 2021.
