About this opportunity

The St. Johns River Water Management District is requesting qualifications from vendors capable of supplying herbicides and adjuvants for its Invasive Plant Management Program under RFQ 42281RFQ27, with qualifications due July 10, 2026 at 2:00 PM and questions due July 1, 2026 at 5:00 PM.

This is a pool-based qualification solicitation. The District will establish a roster of qualified vendors and request competitive quotes for individual purchase orders on an as-needed basis rather than award a single blanket contract. The agreement is non-exclusive, and the District reserves the right to source similar products from other vendors or contracts.

Respondents must meet 15 pass/fail qualification criteria, including three years of prior herbicide and adjuvant supply experience; manufacturer authorization letters confirming authorized dealer or distributor status in Florida for at least three years; current federal, state, and local licenses and certifications; specimen labels and Safety Data Sheets for all products; proof of insurance; and compliance documentation regarding debarment status, litigation history, bankruptcy history, business registration, E-Verify enrollment, and non-collusion.

The scope covers an estimated 71 herbicide and adjuvant products across multiple active ingredients (glyphosate, imazapyr, triclopyr, diquat bromide, fluridone) and surfactants and spreader-sticker adjuvants. Annual quantities range from 20,000 ounces to 4,000 gallons depending on the product.

The estimated budget for the initial three-year term (October 1, 2026 through September 30, 2029) is $6 million total, or $2 million annually. The District reserves the right to adjust this estimate and makes no guarantee of minimum purchase amounts. Two optional one-year renewal periods are available. Submissions must be provided as a single PDF file via DemandStar, Central Bidding, or physical delivery on a pin/thumb/jump drive with no password protection.
