About this file

This is a Notice of Cancellation for a Request for Qualifications issued by the St. Johns River Water Management District in Florida for herbicides and adjuvants to support its Invasive Plant Management Program (RFQ 42281RFQ27). The District had solicited qualifications from vendors capable of supplying an estimated 71 herbicide and adjuvant products across multiple active ingredients including glyphosate, imazapyr, triclopyr, diquat bromide, and fluridone, along with surfactants and spreader-sticker adjuvants. Annual quantities ranged from 20,000 ounces to 4,000 gallons depending on the specific product. The original solicitation required qualifications submissions by July 10, 2026 at 2:00 PM, with questions due by July 1, 2026 at 5:00 PM. The solicitation has been cancelled and will be resolicited at a later date.

The District had established an estimated budget of $6 million for the initial three-year term from October 1, 2026 through September 30, 2029 ($2 million annually), with the District reserving the right to adjust this estimate and making no guarantee of minimum purchase amounts. The proposed agreement would have been non-exclusive and pool-based, establishing a roster of qualified vendors from which the District would request competitive quotes for individual purchase orders on an as-needed basis. Two optional one-year renewal periods were to be available. Respondents were required to meet 15 pass/fail qualification criteria, including three years of prior herbicide and adjuvant supply experience, manufacturer authorization letters confirming authorized dealer or distributor status in Florida for at least three years, and various compliance documentation requirements. All submissions were to be provided as a single PDF file via DemandStar, Central Bidding, or physical delivery on a pin/thumb/jump drive.

NOTICE OF CANCELLATION OF SOLICITATION FOR REVISION AND REISSUANCE

DATE: June 22, 2026

TO: All Respondents

FROM: Shari Chinevere, Procurement Manager

SUBJECT: Notice of Cancellation of Solicitation for Revision and Reissuance

The St. Johns River Water Management District is canceling Request for Qualifications 42281RFQ27 –

Herbicides and Adjuvants for Invasive Plant Management Program before the opening of responses.

Upon further review of the Minimum Qualifications, Scope of Work, and Exhibit 1 – Products List, the

District will revise the solicitation to clarify the documentation required to establish vendor qualifications and to allow acceptable equivalent products where appropriate.

The solicitation materials reserve the District’s right to cancel the solicitation when the District determines, in its sole judgment and discretion, that award is not in the District’s best interest. Because the District will revise the Minimum Qualifications, Scope of Work, and Products List, the District has determined that award under the current solicitation is not in its best interest.

The current solicitation is canceled and will not proceed to opening. The District intends to revise and reissue the solicitation at a later date.

If you have any questions or comments based on the above decision, please contact Shari Chinevere at slchinev@sjrwmd.com.
