About this opportunity
The St. Johns River Water Management District, a Florida special district, is issuing Quote Request 42209QR26 for North Central Region Wildfire Fireline Rehabilitation services. The project scope encompasses the restoration of 82,438 linear feet (15.61 miles) of wildfire suppression lines across four conservation properties: Lake George Conservation Area, Heart Island Conservation Area, Clark Bay Conservation Area, and Sunnyhill Restoration Area West Tract. The work involves restoring suppression lines—comprising both dozer lines (averaging 10-20 feet in width) and plow lines (approximately 6 feet wide)—to natural grade to prevent runoff channelization and preserve sheet flow, including pushing soil and vegetation back into trenches, spreading materials evenly, and relocating trees removed during suppression activities. Qualified contractors must demonstrate a minimum of three years of experience on similar projects and provide documentation of at least three successfully completed comparable projects. Contractors will be evaluated based on per-linear-foot pricing, with compensation calculated on a unit cost per mile structure. All work must be completed by September 30, 2026, and the District requires a mandatory pre-quote meeting on May 5, 2026, at 469 State Road 40, Pierson, Florida. The deadline for submitting questions is May 6, 2026, and quotes are due by 3:00 PM on May 13, 2026. Equipment must meet OSHA safety standards and be capable of achieving production rates of approximately one-quarter mile per day.
The solicitation does not specify any set-aside designations or restrictions on bidder types based on disadvantaged enterprise status. Contractors must comply with comprehensive insurance requirements, including $1,000,000 commercial general liability coverage, workers' compensation insurance, and $1,000,000 pollution/environmental impairment liability coverage. No incumbent vendors or current contractor information is referenced in the solicitation materials. Payment will be made upon completion of work at each location, with invoices submitted no more frequently than monthly. The estimated project budget is $46,000, which is funded through the Florida Department of Environmental Protection's Standard Grant Agreement (WP036) as part of a larger $2,520,406 grant allocation to the District for land management and hydrologic station monitoring activities for fiscal year 2025-2026. The District retains all rights to reject submissions, modify project scope, and adjust the budget as needed.
Opportunity text
The St. Johns River Water Management District (the "District") is seeking submittals from qualified contractors to efficiently restore a total of 82,438 linear feet (15.61 miles) of wildfire suppression lines installed on the Lake George Conservation Area, Heart Island Conservation Area, Clark Bay Conservation Area and the Sunnyhill Restoration Area West Tract to natural grade, so as not to channelize run-off nor disrupt sheet flow. Suppression lines consist of both dozer lines and plow lines. Dozer lines are installed with a dozer blade to improve access for equipment, typically leaving large windrows of debris adjacent to the fireline, averaging 10 to 20 feet in width. Plow lines are individual lines established with a fire plow averaging about 6 feet in width for an individual line (the "Work"). The estimated budget for the Work is $46,000. All Work must be completed by September 30, 2026.
