About this file

This is Addendum 1 to Quote Request 42209QR26 issued by the St. Johns River Water Management District in Florida for North Central Region Wildfire Fireline Rehabilitation services. The addendum addresses questions submitted by potential respondents and clarifies project requirements without changing the submission deadline of 3:00 p.m. on Wednesday, May 13, 2026. The project encompasses restoration of approximately 15.61 miles of wildfire suppression lines across four conservation properties: Heart Island (approximately 8 miles), Clark Bay (approximately 5 miles), Lake George (under 1 mile), and Sunnyhill (under 1 mile). The work involves restoring dozer lines and plow lines to natural grade to prevent runoff channelization and preserve sheet flow. The addendum clarifies that contractors may determine their own mobilization strategy—whether to mobilize all locations simultaneously or sequentially—in consultation with the District, and that priority areas will be finalized post-award based on contractor schedule, site conditions, and weather. Equipment specifications require a minimum of a Kobelco 200 series excavator with standard bucket and thumb attachment.

The addendum confirms that the project budget of $46,000 was developed using historical data from similar projects, though this specific project has not been previously publicly solicited. Priority work areas will begin at either Heart Island or Clark Bay depending on ground conditions, with wetter areas and time-sensitive locations prioritized first. The District notes that Clark Bay typically becomes wetter after dry cycles and that while heavy dozers have been used historically on these fire lines, most work has been completed using medium-sized dozers. Contractors must acknowledge receipt of this addendum in their submittal and direct any questions to Breanna Pierce, Procurement Specialist, at (386) 643-1168 or bpierce@sjrwmd.com.

SUBJECT: Addendum 1 to Quote Request 42209 – North Central Region Wildfire Fireline Rehabilitation Project

As a result of questions received from potential respondents, please be advised of the following changes to the subject Quote Request:

1. The time and date for the submittal of responses remains the same: 3:00 p.m., Wednesday, May 13,

2. Question: Sign-In Sheet for Attendees, Attachment A, attached herein..

3. Question: Was the budget for this project created from similar, previously bid projects and if so will you share those bid tabs?

The budget was developed using available historical data. However, this project has not previously been publicly solicited as a stand-alone project; therefore, no prior bid tabulations are available.

4. Question: Is there a priority list for properties, and/or miles, in-case the current budget does not allow complete rehab of all listed miles?

Yes, the plan would be to start at either Heart Island or Clark Bay (where the largest work areas are) depending on ground conditions and they adjust as needed to fit the remaining budget.

5. Question: Equipment minimum?

Equipment minimum is listed on the Scope of Work section VII. Equipment Specifications. The equipment minimum is the Kobelco 200 series excavator w/ standard bucket and thumb attachment.

6. Question: Break down of each property/work at each property?

The break down and idea of the work load at each property is as follows: Heart Island approximately 8 (eight) miles, Clark Bay approximately 5 (five) miles, Lake George (different locations) under 1 (one) mile, and Sunnyhill under 1 (one) mile.

7. Question: Does the District want the Contractor to mobilize all locations at once or start at a location complete the work at that location then move to the next location?

That would be up to the Contractor and should be discussed with the District prior to start of project.

8. Question: Are there some areas wetter than others ?

Clark Bay typically becomes wetter after a dry cycle. The priority areas will be determined after award based on the selected Contractor’s schedule, site conditions, and weather at that time. Areas that are wetter or more time-sensitive will be prioritized first.

9. Question: Are you aware of any heavy dozers used on any of these projects?

A heavy dozer was used on one of the fire lines at the pre-quote location and at Clark Bay. However, large trees were not frequently pushed over. In the past, most of the work has been performed using medium-sized dozers.

NOTE: Please acknowledge receipt of this Addendum in your submittal.
