About this opportunity
The City of Raleigh, North Carolina, Housing and Community Development Department is requesting bids on the rehabilitation of a four-unit apartment building at 4213 Greencastle Court (RFB #274-HCD-FY26-11), with sealed bids due June 30, 2026 at 11:00 a.m. EST and a mandatory pre-bid meeting scheduled June 8, 2026 at 11:00 a.m. at the project site. The City requires MWBE participation with a fifteen percent goal for this construction project.
The scope encompasses mechanical, plumbing, sheetrock, electrical, painting, window replacement, and exterior stair work across approximately 4,320 square feet. The 1979-constructed building also requires concrete work, roofing, siding, insulation, interior finishes, cabinetry, appliances, and HVAC systems. Bidders must hold a valid North Carolina General Contractor's License when the base bid exceeds $30,000. The contract includes a one-year warranty on all work and a three-year warranty on roof work.
Bidders must submit a bid bond equal to five percent of their bid amount. Upon award, performance and payment bonds equal to the full bid amount are required. Insurance requirements are workers' compensation ($1 million per accident), commercial general liability ($1 million each occurrence / $2 million aggregate), and commercial automobile liability ($1 million combined single limit). Contractors must be available to begin work within sixty days of contract execution.
The project is funded through the City of Raleigh's housing rehabilitation program and is subject to Section 3 requirements of the Housing and Urban Development Act of 1968 to maximize employment and economic opportunities for low- and very low-income persons. Written questions are due by June 12, 2026, with City responses anticipated by June 22, 2026. Bid validity extends for sixty days from submission.
