Awards will be made on an item-by-item or group basis to the lowest responsible bidder offering best value. Cash discounts of 20 days or more are considered in determining the low bidder; discounts under 20 days will not be considered. Tie bids are resolved by awarding to in-state bidders or those offering commodities produced or manufactured in Maine.
Bidders must provide complete legal company or entity name, DUNS and CAGE Code information if applicable, and certify non-debarred status through the federal Excluded Parties List System (EPLS) prior to contract award.
