40, 000 live adult pheasants and 8, 000 live 8-week old pheasants

The Commonwealth of Massachusetts Department of Fish & Game, Division of Fisheries and Wildlife (DFW) is seeking bids on 40,000 live adult ring-necked pheasants and 8,000 live 8-week old ring-necked pheasants. The procurement has specific requirements for vendor experience, with a minimum of 3 years producing game birds. Delivery dates are scheduled between September 2, 2023, and November 24, 2023 for the adult pheasants, and between July 10, 2023, and July 21, 2023 for the 8-week-old pheasants. The agency may elect to pick up birds at the vendor's location for youth hunting events prior to the regular season. Bids will be evaluated based on factors including cost, product and service quality, Massachusetts agricultural preference, proximity to delivery sites, and ability to fulfill multiple delivery locations. Responses are due by April 10, 2023, and the estimated contract start date is May 1, 2023.

The procurement allows for multiple contract awards, with a minimum goal of 4 vendors to ensure adequate supply. No vendor will be awarded more than 50% of the total birds unless there are insufficient qualified bids. The contract will be awarded through a competitive process, and the estimated value of the procurement is $750,000. The Commonwealth may use prompt pay discounts submitted by vendors as a basis for selection. There are no set-asides or restrictions on the types of organizations that can respond, and the current incumbent vendors are not specified. The contract will have an initial term of 12 months, with two optional 12-month renewal periods.
