About this opportunity

Alpena Public Schools issued a Request for Bids (RFB) on April 9, 2020, for the procurement of a 3D Virtual Dissection Table, an educational equipment system designed to enhance anatomy instruction. The equipment must feature 3D visualization capabilities, interactive touch screen functionality with integrated quizzing tools, real human anatomy cases (minimum one male and one female gross anatomy case plus a minimum of 20 regional cases), veterinary anatomy cases (minimum 10 different animals), and a fully segmented software library with pathological examples. The table must be adjustable and mobile to accommodate various classroom configurations and learning environments. All sealed bids were required to be submitted by 2:00 p.m. local time on Monday, April 20, 2020, to the District's Central Office at 2373 Gordon Road, Alpena, Michigan 49707. The Board of Education Committee meeting was scheduled for April 22, 2020, with an anticipated Board award on April 27, 2020, and contract finalization by April 29, 2020. Delivery and installation were to occur as soon as possible following award, with equipment to be delivered F.O.B. to Alpena High School at 3303 South Third Avenue, Alpena, Michigan 49707. Award decisions would be based on cost, maintenance and service agreements, specification conformity, delivery schedule, service and warranty levels, bidder credentials and references, and total cost of ownership.

Bidders were required to submit three copies of their proposals on the District-provided bid proposal form with all pricing presented in both words and figures, with words governing in case of discrepancy, and all shipping and destination costs had to be included in the bid price. New equipment was required to include a manufacturer's warranty of a minimum of one year covering all defects and transferable to the District at delivery, with the risk of loss remaining with the vendor until delivery and acceptance. Bidders were mandated to provide detailed specification sheets, delivery timelines, service performance references preferably from Michigan school districts, financial references, current insurance certificates, and a sworn and notarized familial disclosure statement certifying no family relationships between the bidder and members of the Alpena Public Schools Board or Superintendent. All bidders were also required to submit an Iran Economic Sanctions Act Certification and complete Contractor Notification and Asbestos-Free Product Installation forms. Bids remained firm for 90 days from the opening date, and the District reserved the right to reject any or all bids. No specific set-aside designations, incumbent vendors, budget ranges, or award values were disclosed in the procurement documents.
