About this opportunity

The Alabama Department of Corrections is seeking bids to establish a contract for night vision monoculars for the Governor Kay Ivey Correctional Complex, with bids due June 30, 2026 and questions due June 24, 2026. Award will be made on an "all or none" basis to the lowest and responsible bidder meeting all specifications.

The procurement spans four line items: Gen 3 Auto-Gated night vision monoculars with manual gain control, automatic bright light shut-off, built-in infrared illuminator, 1x magnification, 40-degree field of view, and 64–72 lp/mm resolution (baseline AGM PVS-14 3AW1 or equivalent); 3X Afocal Magnifier Lens Assembly with 90% light transmission and fog resistance; watertight, crushproof, dustproof hard carrying case with o-ring seals and stainless steel hardware (baseline AGM 6610HCS1 or equivalent); and post-award shipping cost determination. All equipment must be new, unused, and carry three-year manufacturer warranties, with the supplier serving as intermediary for warranty claims.

The contract carries an initial 12-month term with four successive 12-month renewal options, contingent on written approval from both the State and supplier no later than 30 days before each expiration. No minimum order requirements or guaranteed purchase volumes are specified. Pricing must be based on market pricing and remain firm throughout the contract term; the State will pay the lowest of the awarded discount price, any lower publicly available price from the awarded supplier, or any promotional price offered to the general public, never exceeding market price less the awarded discount. Suppliers must comply with most-favored-customer pricing provisions.

Delivery to the Governor Kay Ivey Correctional Complex Support Warehouse in Deatsville, Alabama is required within 30 days of purchase order receipt on business days at times approved by the facility Warden, with re-delivery at supplier expense if refused. Suppliers must be fully registered and active in Alabama Buys and complete any requested additional information within five business days.
