About this file
This is a Terms and Conditions document for an Invitation to Bid (ITB) issued by the Alabama Department of Corrections (ADOC) for Night Vision Monoculars needed at the Governor Kay Ivey Correctional Complex. The procurement will be conducted through the Alabama Buys supplier portal, with questions due by Wednesday, June 24, 2026. The resulting contract will have an initial 12-month term with options to extend for four additional successive 12-month periods, contingent upon written approval from both the State and supplier no later than 30 days prior to each term's expiration. Award will be made on an "all or none" basis to the lowest and responsible bidder meeting all specifications. All items must be delivered to the Governor Kay Ivey Correctional Complex Support Warehouse in Deatsville, Alabama within 30 days of the supplier's receipt of the purchase order, with no minimum order requirements and no guaranteed purchase volume.
Pricing must be based on market pricing readily available to the public and shall remain firm throughout the contract term; the State will pay the lowest of the awarded discount price, any lower publicly available price from the awarded supplier, or any promotional price offered to the general public, never exceeding market price less the awarded discount. All equipment, parts, and consumable items must be new, unused, and eligible for full manufacturer warranty, with the supplier serving as intermediary for all warranty claims. Deliveries to ADOC facilities are restricted to business days and appropriate times as determined by the facility Warden, with re-delivery at supplier expense if refused. The supplier must comply with most-favored-customer pricing provisions, provide complete descriptive and technical literature for any alternate items, and furnish any requested additional information within five business days. Suppliers must be fully registered and active in Alabama Buys, and enter 0.00 for Line 4 shipping/freight, which will become quotable upon award.
