About this opportunity

The Texas Workforce Commission is soliciting bids for an adaptive tractor and front-end loader attachment package for a vocational rehabilitation customer under IFB 3202600214, with bids due October 6, 2026.

The scope comprises four line items: an adaptive utility tractor with 100–115 horsepower and 4-wheel drive featuring hand-operated hydraulic shuttle shift, electronic de-clutch, and low-profile wide-entry operator station; a front-end loader attachment with minimum 3,800-pound lift capacity and hand-operated joystick control with mounting kit and heavy-duty bucket; delivery, freight, assembly, and pre-delivery inspection to the farm location; and on-site instructional training covering safety protocols and hand-actuated adaptive controls. Bidders submit pricing on a standardized cost sheet (Form 2) for each deliverable component and calculate a total cost.

Bidders must comply with extensive standard TWC Terms and Conditions, including firm pricing for 180 days from the bid deadline and throughout the contract term, F.O.B. Destination delivery with freight prepaid within 14 days on state business days, and mandatory insurance: workers' compensation at statutory limits, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and employers' liability of $1,000,000 per accident and per disease. Vendors handling personally identifiable information must execute a Non-Disclosure Agreement and implement data encryption. Compliance with the Build America, Buy America Act and Davis-Bacon Act prevailing wage requirements (where applicable) and E-Verify employment verification is mandatory. All work products, deliverables, and documentation become TWC property.

Bidders must submit a Financial Questionnaire (Form 3) disclosing bankruptcy history, loan defaults, pending acquisitions, ownership structure, employee counts, headquarters and field-office locations, and prior state contracts. The Execution of Bid form (Form 1) requires disclosure of material changes in financial condition within ten days, ownership changes within thirty days, and pending litigation or adverse actions. Bidders may claim Texas-production, service-disabled veteran-owned, agricultural-product, environmentally sensitive, energy-efficient, or economically depressed-area preferences under Texas statute. All bidders must obtain an IRS EIN and Texas Comptroller TIN prior to award.
