About this opportunity

The Indiana Department of Natural Resources (DNR) is seeking wastewater testing services for Summit Lake State Park through a competitive Request for Quotation (RFQ). The procurement specifically requires comprehensive water testing services including e-coli testing and ammonia as nitrogen analysis, with associated courier sample pickup services. The testing schedule mandates e-coli testing once weekly from April 1 through October 31 (not exceeding 43 tests) and ammonia testing twice weekly year-round (one raw and one final sample, not exceeding 138 tests), with weekly sample pickups occurring on Tuesdays. Responses must be submitted by January 23, 2026 at 10:00 AM Eastern Daylight Time, with submission options including email to asettles1@dnr.in.gov or mail to Angela Settles at 402 W. Washington Street, Room W265, Indianapolis, Indiana 46204. The contract term is proposed from February 1, 2026 through January 31, 2027, with potential renewal for up to four total years. Bidders must provide unit pricing for each service line item, with prices remaining firm and non-negotiable upon award. Vendors are required to provide sample bottles, deliver results within 72 hours via fax, and immediately report any failed tests by phone.

The solicitation includes specific diversity and small business participation goals, with Minority and Women Business Enterprise (MWBE) targets of 8% minority and 11% women participation, and Indiana Veteran Owned Small Business Enterprise (IVOSB) goals set at 3%. Vendors must comply with multiple state purchasing preferences, including U.S. manufactured product requirements and Indiana business preferences. Additional compliance requirements include drug-free workplace certification, employment eligibility verification through E-Verify, non-collusion certification, and adherence to ethics obligations. The state's standard professional services contract template indicates potential insurance requirements, including commercial general liability of $700,000 per person/$5,000,000 per occurrence, errors and omissions coverage of $1,000,000, and cyber liability of $700,000 per occurrence/$5,000,000 aggregate. While no specific budget range is explicitly stated, the comprehensive testing requirements suggest a moderate-value contract. The State of Indiana reserves the right to terminate the contract for convenience with thirty days' notice or for default in the event of material breach by the contractor.
