The Indiana Department of Natural Resources is requesting proposals for a concession to operate off-road vehicle rental services at Interlake ORV State Recreational Area (3,500 acres in Pike and Warrick Counties) and Redbird ORV State Recreational Area (1,450 acres in Greene and Sullivan Counties), with responses due November 2, 2026 at 4:00 p.m. Eastern Daylight Time. The concessionaire will operate ORV rentals, guided tours, instruction programs, and fuel sales at one or both locations. The operating season runs from Memorial Day weekend through Labor Day, with minimum operations on Fridays, Saturdays, and Sundays; additional operating days and hours are negotiable. The concessionaire must secure all rental equipment, supplies, and inventory and create necessary infrastructure within the designated concession area. The State provides no buildings, facilities, or equipment. The concessionaire must obtain all required permits and licenses, maintain comprehensive liability and workers' compensation insurance, and comply with all DNR regulations and property rules.
The contract term runs from February 1, 2027, through December 31, 2030 (approximately four years), with an option to renew for an additional period not to exceed four years total. The fee structure consists of 2% of fuel sales income and 12% of all other gross income derived from services and products (less applicable taxes), payable on or before the eighth day of each month. This is a new concession opportunity with no incumbent operator. Proposals will be evaluated on level of service to the public, adequacy of resources and management plans, consideration paid to the State, and commitment to facility development. Respondents must be registered with the Indiana Secretary of State and certify compliance with drug-free workplace, E-Verify employment eligibility, non-collusion, and ethics requirements.
