About this opportunity

The Illinois Secretary of State is soliciting competitive bids for the procurement of three new 4X4 ½ ton crew cab trucks, two new 4X4 mid-size utility SUVs for squad cars, and two new mid-size utility SUVs or crossovers for covert operations, all requiring extensive upfitting and customization. Qualified vendors must be licensed to sell vehicles and responsible for providing and installing police-grade upfitting equipment including LED lighting systems, center consoles, computer mounting solutions, K9 transport capabilities, and prisoner transport systems, with additional equipment provided by the Illinois Secretary of State Police for vendor installation. All deliverables must be completed and delivered to the ILSOS Police Winchester Warehouse in Springfield, Illinois by August 1, 2026. The contract will execute through June 30, 2026, with a maximum total contract term not to exceed ten years and no renewal options available. Bids must be submitted electronically through BidBuy no later than the March 2, 2026 deadline, with pricing submitted as firm line-item pricing. Award will be made by line item to the responsive and responsible bidder offering the lowest cost, with the possibility of multiple vendors being awarded. No bid bonds or performance bonds are required, and no pre-submission conference is mandatory.

This procurement contains no Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) goals or Veteran Small Business (VSB) goals; however, a $15 Minority Contractor Initiative fee will be deducted from the first payment to any awarded vendor with a contract valued at $1,000 or more. Vendors must complete either the Vendor Disclosure Form v 24.1 if not registered in the Illinois Procurement Gateway (IPG), or the IPG Active Registered Vendor Disclosure form if maintaining an active and unexpired IPG registration, with failure to submit rendering bids non-responsive and resulting in automatic disqualification. All vendors must certify compliance with extensive state and federal requirements including drug-free workplace standards, Iran sanctions compliance, cybersecurity directives, and prohibitions against bid rigging and conflicts of interest, with additional financial disclosure requirements for contracts exceeding $100,000 in annual value. Subcontractors are permitted with prior written approval required for those with annual values exceeding $100,000. Awarded vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation insurance as required by law, with payment to follow the State Prompt Payment Act.
