About this opportunity

The California Department of Toxic Substances Control (DTSC) is soliciting qualified contractors to provide emergency response services across six geographical areas of California, including Northern California, Northern California Coast, Southern California L.A. Basin, Southern California Desert, San Joaquin Valley, and Sacramento Central Valley. The procurement seeks personnel and equipment resources for the mitigation of releases or threatened releases of hazardous substances associated with illegal drug laboratories, off-highway emergencies, and natural or man-made disasters including wildfires, floods, earthquakes, and train derailments. Contractors must maintain a local field office with dedicated staff and equipment in each region for which they bid and demonstrate minimum qualifications including five years of experience, possession of required California licenses and certifications (hazardous waste transporter registration, contractor's license, hazardous substances removal certification, and asbestos removal certification), and a dedicated staff structure comprising a program manager, response supervisors, chemists, cleanup technicians, industrial hygienist, and certified asbestos consultant. Bidders may submit up to six separate bid packages, one for each geographical area. The bid submission deadline is April 29, 2026, at 3:00 p.m. Pacific Time, with bid evaluations and site visits occurring between April 30 and May 21, 2026, and awards anticipated between May 21 and May 26, 2026, with contract performance beginning July 1, 2026.

The solicitation includes mandatory Disabled Veteran Business Enterprise (DVBE) participation requirements of at least 3 percent, as well as opportunities for Small Business and Target Area Contract Preference Act preferences. All rates submitted must be fully loaded and include labor, equipment, materials, overhead, prevailing wages, and administrative costs, with prevailing wage requirements applying to all work performed under the contract in accordance with California Labor Code sections 1770 et seq. The resulting contracts will be for a minimum of three years with fixed rates established through the bidding process and may be amended for up to $30,000,000 in additional funding as needed. Anticipated contract amounts vary by geographical area, ranging from $195,834 to $276,834 annually for off-highway emergencies and illegal drug lab responses, with historical disaster-related response costs ranging from approximately $631,000 to $11.1 million per area over the 2022-2026 period. Contractors must comply with all federal requirements applicable to FEMA Public Assistance Program funding, including debarment and suspension verifications, equal employment opportunity standards, and anti-lobbying certifications.
