About this opportunity

The County of Orange, Sheriff-Coroner is issuing an Invitation for Bids (IFB #060-3002503-NB) for the one-time purchase and delivery of one brand-new 28' Brunswick 280 Justice Patrol Boat (Model 280JC, 2026 Model Year). The vessel must feature an unsinkable commercial fiberglass self-bailing hull with a white color finish, dual 300 CXL V8 4-stroke Mercury engines, and comprehensive navigation and communication systems including Simrad VHF radio, 16-inch NSO electronics package, 1KW transducer, and radar dome. Additional specifications include law enforcement lighting packages with Whelen Cenator 36" blue LED, siren, and speaker; ACR spotlight with helm remote; weapon storage on aluminum leaning post; tow post with storage; and various custom modifications such as deck braces, upgraded cleats, defroster, laptop shelf with 12-volt power, and hull protection braces. The contractor must deliver the vessel within 365 days of contract execution during regular business hours (8:00 AM to 4:00 PM PST, Monday through Friday) to the Sheriff-Coroner Department Harbor Patrol Administration in Corona del Mar, California. Qualified bidders must maintain a brick-and-mortar business location, demonstrate a minimum of five years in business, hold all necessary federal, state, and local permits, carry $1,000,000 general liability insurance per occurrence and $1,000,000 auto liability with the County named as additional insured, and submit all bids electronically through the County's online procurement portal by March 12, 2026 at 4:00 PM PST. All questions must be submitted by February 25, 2026 at 4:00 PM through the County's Question & Answer portal. The County will award the contract to the lowest responsive, responsible bidder based on firm fixed pricing for all line items including the base vessel, engines, accessories, custom items, freight with dealer support, and 7.75 percent sales tax.

A five percent preference deduction applies to certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders for evaluation purposes, with a maximum allowable preference of $100,000. Upon contract award, the successful bidder must provide proof of insurance within seven days, submit W-9 or 587/590 tax forms, and provide valid DUNS and UEI numbers. The contractor will be required to maintain a Faithful Performance Bond and a Labor and Material Payment Bond, each with a penal sum equal to or exceeding the contract price, to ensure compliance with all contract terms and conditions and payment obligations for materials, labor, and supplies. The contract is structured as a firm fixed-fee arrangement with a one-year initial term from the date of full execution and no automatic renewal unless approved by the County Board of Supervisors, with payment made in arrears within 30 days of invoice receipt and acceptance of goods. While no incumbent vendor is listed, the specific technical requirements for the Brunswick 280JC vessel model and Simrad navigation systems establish the required infrastructure and technology standards that the selected contractor must provide and integrate into the delivery package.
