About this opportunity

The Crenshaw County Health Department is requesting proposals for janitorial services and floor care under Alabama's Quick Quote process, with responses due September 16, 2026, and a mandatory site visit on September 9, 2026 at 2:00 p.m. No subcontracting is permitted.

The scope includes nightly cleaning of offices, conference rooms, restrooms, lobbies, entranceways, corridors, and patios; twice-weekly detailed cleaning of offices, restrooms, and common areas; monthly deep cleaning; and semi-annual or quarterly floor stripping, waxing, carpet shampooing, and window cleaning. The contractor must designate an on-site working supervisor, maintain current employee rosters with contact information, complete daily sign-in/out sheets and cleaning checklists, and document any existing facility issues. The contractor provides all cleaning products and equipment; the state furnishes paper towels, toilet tissue, hand soap, trash liners, and sanitary napkin holder liners. The contractor is responsible for costs associated with lost or stolen keys and any required lock rekeying. Daily security protocols — turning off lights, locking doors, activating security systems — are mandatory.

The total contract cost does not exceed $25,000 with a maximum five-year term, renewable annually by written agreement. Suppliers must be registered in Alabama Buys and submit responses electronically. All suppliers must certify compliance with Alabama sales tax obligations and federal immigration law requirements under the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, and must enroll in E-Verify if employing workers in Alabama. Price escalation requests are capped at 5% of annual contract cost and require supporting documentation. Performance deficiencies must be corrected within one to two hours of notification; the state retains the right to utilize alternative vendors at the contractor's expense if standards are not met.

Contractors must conduct thorough pre-bid facility inspections and obtain signed verification from facility management confirming their understanding of building conditions and cleaning requirements.
