About this file
This specification document outlines the janitorial service requirements for the Alabama Department of Public Health (ADPH) Crenshaw County Health Department location. The contract requires a vendor to provide comprehensive janitorial and floor care services, including nightly cleaning of offices, conference rooms, restrooms, lobbies, entranceways, corridors, and patios; twice-weekly detailed cleaning of offices, restrooms, and common areas; monthly deep cleaning tasks; and semi-annual or quarterly floor stripping, waxing, carpet shampooing, window cleaning, and related services. A mandatory site visit is scheduled for September 9, 2026, at 2:00 PM. The contractor must designate a working supervisor at the location, maintain and submit current employee lists with contact information, complete daily sign-in/out sheets and cleaning checklists, and document any existing facility issues. No subcontracting is permitted under any circumstances, and the contractor is prohibited from bringing unauthorized persons or pets onto ADPH premises without prior written approval.
The state will furnish all paper towels, toilet tissue, hand soap, trash can liners, and sanitary napkin holder liners, with the contractor responsible for replacing these items in dispensers and trash receptacles. The contractor must provide all cleaning products and equipment and is responsible for costs associated with lost or stolen keys and any required rekeying of building locks. The contractor must ensure daily security protocols including turning off lights, locking all doors, and activating security systems. Performance standards are strictly enforced, with ADPH authorized to utilize alternative cleaning vendors at the contractor's expense if deficiencies are not corrected within one to two hours of notification. Contractors must conduct thorough pre-bid facility inspections and obtain signed verification from facility management confirming their understanding of building conditions and cleaning requirements.
