The immediate project involves water and sewer infrastructure improvements funded through CDBG, with a draft PER required no later than December 31, 2026 if the City pursues 2027 CDBG funding. The City intends to contract with a single engineering firm within one year and may engage the same firm on a project-by-project basis over a 24-month period.

Proposals must include firm history and resources, federal funds engineering experience, key personnel qualifications, current workload, proposed scope and service levels, relevant project experience with references, and fee percentages for PER application and design/construction administration services. Firms must provide Errors and Omissions Insurance documentation and a completed Statement of Qualifications Form. Submitting firms must comply with Title VI of the Civil Rights Act of 1964, Section 109 of the HCD Act of 1974, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and the Architectural Barriers Act of 1968.
