About this opportunity
The California Department of Veterans Affairs (CalVet) is soliciting quotes for biohazardous medical waste removal services at the Veterans Home of California in Yountville, located at 100 California Drive, Yountville, California 94599, under Solicitation for Quote (SFQ) 26YS0006. The contractor shall provide comprehensive waste management services including collection, transportation, and disposal of biohazardous medical waste, pharmaceutical waste, chemotherapeutic waste, sharps, pathological materials, and RCRA hazardous pharmaceutical waste. Services must be delivered on a weekly basis (four times per month) with pickups scheduled between 8:00 a.m. and 4:00 p.m., Monday through Friday, excluding state holidays, with emergency pickup capabilities within 24 hours upon notification. The contractor must maintain all required licenses and certifications, including California Department of Toxic Substances Control (DTSC) registration as a Hazardous Waste Hauler, current EPA identification numbers, CDPH Medical Waste Transporter Authorization, California DFA Weigh Master License, DMV Motor Carrier Permit, and CHP terminal inspection certification. A mandatory walkthrough is scheduled for April 20, 2026, at 1:00 p.m., with a deadline for submitting questions by April 22, 2026, at 5:00 p.m., and responses posted by April 24, 2026, at 5:00 p.m. Quotes must be submitted by April 28, 2026, at 5:00 p.m. via email to Mohammad.Sharif@calvet.ca.gov with the subject line "Response to CalVet Solicitation: 26YS0006." The contract term runs from July 1, 2026, through June 30, 2029, with no renewal options. Award will be made to the lowest responsive responsible quote in accordance with Government Code 14838.5, with evaluation based on total agreement value calculated from the rate sheet including per-pound pricing for each waste category, emergency pickup fees, and container supply costs.
This procurement is restricted exclusively to California Disabled Veteran Business Enterprises (DVBEs) certified by the Department of General Services, making this a DVBE set-aside opportunity with no eligibility for non-certified entities. Proposers must submit required documentation including the Payee Data Record (STD 204), Contractor Certification Clauses, Disabled Veteran Business Enterprise Declaration, Commercially Useful Function Certification Form, proof of required licenses and certifications, and standard State of California forms. In the event of a tie between a certified small business and a DVBE small business, Government Code 14838 mandates that the contract be awarded to the DVBE small business. The contractor must maintain comprehensive insurance coverage including general liability ($1,000,000 minimum), automobile liability ($1,000,000 minimum), and pollution liability ($1,000,000 minimum), with a $10,000 withhold applied to final payment pending DVBE certification compliance verification per Military and Veterans Code Section 999.7. No protest rights are available for this solicitation method. Specific budget amounts are not disclosed in the solicitation documents; however, pricing will be competitively evaluated based on the completed rate sheet submitted by proposers, which includes estimated volumes of 157 pickups per waste category over the three-year contract term plus an estimated 20 emergency pickups.
