About this opportunity

The California Department of Veterans Affairs is requesting quotes for floor care equipment preventative maintenance and repair services at the Veterans Home of West Los Angeles, with quotes due August 4, 2026 at 5:00 p.m. and a mandatory walk-through on July 27, 2026 at 10:00 a.m. This solicitation is limited to California Small Businesses and Micro Businesses certified by the Department of General Services, and carries a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation requirement — either as the primary contractor or through certified DVBE subcontractors performing a commercially useful function.

The scope encompasses comprehensive preventative maintenance, inspection, repair, and operational support for commercial floor care equipment including carpet extractors, auto scrubbers, floor machines, and upright and specialty vacuums at 11500 Nimitz Avenue, Los Angeles, CA 90049. Services include routine quarterly maintenance on scrubbers, extractors, and floor machines (12 annual services); semi-annual maintenance for vacuum equipment (6 annual services); non-emergency repairs during business hours Monday through Friday, 8:00 a.m. to 5:00 p.m. (40 estimated hours annually); emergency repairs within two hours during business hours (30 estimated hours); and emergency repairs outside business hours (25 estimated hours). All technicians must possess a minimum of three years' experience on commercial floor care equipment. The contractor must maintain commercial general liability insurance of not less than $1 million per occurrence and workers' compensation coverage. Parts costing up to $500 per repair are included in hourly rates; parts exceeding $500 require prior written approval and are reimbursed from an annual $1,000 parts allowance (three-year maximum $3,000).

The contract term runs September 1, 2026 through August 31, 2029. Award will be made to the lowest responsive responsible quote. Questions are due July 30, 2026 at 5:00 p.m., with responses posted by August 3, 2026. Quotes must be submitted via email to ophelia.deollas@calvet.ca.gov with a completed rate sheet, STD 204 Payee Data Record, Contractor Certification Clauses, Bidder Declaration, DVBE declaration, insurance documentation, and copies of required licenses. In case of a tie between a certified small business and a certified disabled veteran-owned small business, award goes to the latter. No protest rights exist under Government Code 14838.5.
