About this opportunity
The California Department of Veterans Affairs (CalVet) is soliciting bids under IFB 26WS0011 for floor care equipment preventative maintenance and repair services at the Veterans Home of California–West Los Angeles, with a mandatory walkthrough on November 4, 2026 at 10:00 AM. The IFB states that no Disabled Veteran Business Enterprise (DVBE) goal is mandated, but DVBE participation is encouraged and earns bid incentives of 1 to 5 percent based on confirmed participation levels. Certified small and micro businesses receive a 5 percent preference, with no preference reduction exceeding $50,000. The agreement separately requires compliance with DVBE participation requirements and withholds $10,000 from final payment until the prime contractor meets certification requirements under Military and Veterans Code Section 999.5.
The contractor provides all labor, materials, staff, transportation, licenses, and permits for comprehensive preventative maintenance, inspection, repair, and operational support on carpet extractors, auto scrubbers, floor machines, and commercial vacuums at 11500 Nimitz Avenue, Los Angeles, California 90049. Routine quarterly maintenance covers scrubbers, extractors, and floor machines (12 services annually), and semi-annual maintenance covers vacuums (6 services annually). Emergency requests require a response within two hours, and non-emergency requests require a response within one business day. Technicians need a minimum of three years of experience on similar commercial floor care equipment. Labor carries a 90-day warranty, and replacement parts carry the manufacturer's warranty. Parts up to $500 per repair are included in hourly repair rates. Parts exceeding $500 require prior written approval from the Contract Manager and are reimbursed at actual cost with no markup. The parts allowance is capped at $1,000 per year, or $3,000 over three years. Required insurance includes Commercial General Liability of not less than $1,000,000 per occurrence and Workers' Compensation. Bidders must also submit written notification if generative artificial intelligence will be used in performance and certify compliance with the Darfur Contracting Act and non-target status under Executive Order N-6-22.
Bidders submit all-inclusive rates for each service category on the rate sheet, and the total is the sum of service lines plus the parts allowance. Altering the rate sheet results in automatic rejection, and missing dollar amounts may result in rejection. Awards go to the lowest responsible bidder whose bid complies with all requirements. Rates are binding for the term, including extensions through formal amendment. The State makes no guarantee of service volume. The IFB specifies a term from September 1, 2026 (or upon approval) through August 31, 2029, and the agreement permits an amendment extending the term up to one year.
Written questions are due November 9, 2026 at 5:00 PM. Bids must be emailed to ophelia.deollas@calvet.ca.gov by November 16, 2026 at 5:00 PM, with public bid opening on November 17, 2026 at 11:00 AM. The Notice of Intent to Award is scheduled for November 20, 2026, and the Proposed Award Date is November 24, 2026. Required submissions include the bid rate sheet, Payee Data Record (STD 204), Bidder Declaration (GSPD-05-105), Commercially Useful Function Certification, Contractor Certification Clauses (CCC-4/2017), proof of California business licensing, and a sample invoice. Successful bidders must return all documents within 30 days of tentative award, or face disqualification and award to the next lowest responsive responsible bidder.
